The Position
San Mateo County Health is seeking a passionate, seasoned leader to fill the vital role of Director of Aging and Adult Services to plan, organize, direct and coordinate the activities of the Aging and Adult Services division. The division provides a wide range of services to keep older adults, people living with disabilities and dependent adults living safely and as independently as possible in the community.
The direct services that the division provides include an information and referral hotline, Adult Protective Services (APS), Public Guardian/Public Administrator, In-Home Supportive Services (IHSS), Public Authority, and case management programs including partnerships with the Health Plan of San Mateo. The division also serves as the Area Agency on Aging (AAA) for planning, coordination, program development and advocacy for the community we serve. The division is advised by the Commission on Aging, Commission on Disabilities, and the Public Authority Advisory committee.
This leader recommends, develops, implements and evaluates goals, objectives, policies, and procedures related to these functions; coordinates division activities with other County departments, Health divisions and outside agencies; represents the department before the Board of Supervisors, the State, and other bodies; and provides highly complex staff assistance to the Chief and Deputy Chief of the Health Department.
Responsibilities
Duties may include, but are not limited to, the following:
- Plan, organize, direct and evaluate the delivery of County-wide comprehensive, multi-disciplinary continuing care programs for older adults and people living with disabilities , including clients under conservatorship.
- Act as liaison between the Chief of County Health and division staff to ensure that the division has adequate resources to provide both mandated and expected levels of service.
- Direct, coordinate and participate in the development and delivery of division goals, objectives, policies, procedures and priorities that provide integrated long term care services for the adult community and conform with all applicable regulations, codes and legal requirements.
- Direct the preparation of the division budget; administer and monitor the division budget to ensure the accomplishment of objectives within budget restrictions.
- Represent the division to outside groups and organizations; coordinate long term care activities and partner with other County departments and public and private agencies.
- Serve as Public Guardian; interpret and explain applicable laws related to medical care for conservatorship clients; make recommendations on medical treatment issues as needed.
- Research, prepare and interpret clinical, technical and administrative reports; prepare written correspondence as necessary.
- Select, supervise, train, coach and develop managerial, clinical, and professional staff.
- Represent the Health Department before the State, the Board of Supervisors and other public bodies, in-county task forces, and community work groups.
- Provide back-up managerial on call coverage.
Ideal Candidate
The Ideal Candidate will have:
- Understanding of the challenges and opportunities facing older adults and people living with disabilities and health care delivery systems.
- Experience partnering with and addressing inequities and systemic problems and barriers facing older adults and people living with disabilities.
- Experience directing and improving operations applying Lean and/or similar leadership, improvement and management system continuous learning methodologies.
- Commitment to personal learning and development and the development of others.
- Experience working effectively with diverse groups of stakeholders and lifting up voices of those with lived experience to develop short and long-term plans for a large department.
- Demonstrated success in developing, implementing and monitoring a large complex budget comprised of multiple funding streams.
- Experience leading and coaching a highly skilled staff engaged in providing a diverse array of services.
- Experience resolving controversial issues in a participatory and effective manner.
- Excellent written and oral communication skills with the ability to collaborate effectively with staff, community partners and stakeholders.
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
- Education: Equivalent to a bachelor's degree from an accredited college or university with major course work in public administration, public health, psychology, social work or a related field.
- Experience: Four years of increasingly responsible experience in a multi-disciplinary social services or health services program, including at least two years of significant administrative experience working in a large, public agency.
