The Position

Under general administrative guidance, to plan, direct, manage, and oversee the activities and operations of the Development Services Department including building safety, planning, building permits, business license, and the administration of code enforcement and animal control services and functions; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administrative support to the City Manager.
 

The Ideal Candidate

The City seeks a candidate with a proven track record in directing all facets of municipal Development Services. He or she will be professional, trustworthy, ethical, assertive and will be able to implement policy and execute directives in a responsible manner.

Effective motivational skills in managing a team of twenty-four employees in various classifications is a necessary characteristic of the ideal candidate. The Director of Development Services will inspire his or her team with creative and forward–thinking visionary leadership. 

The ideal candidate will be able to work constructively and collaboratively within the Management Team to bring the City’s strategic goals and objectives fruition. The ideal candidate will be able to lead the City’s Development Services operations in a responsible and proactive manner, aggressively working to improve and enhance the quality of the City’s development services.

The Director of Development Services will operate with considerable freedom in the day to day management of the Development Services Department. As the new Director of Development Services, it is expected that he or she will assume full management responsibility for the Development Services Department including services and activities comprising of building and safety, planning, building permits, business license, code enforcement and animal control while the Perris community’s development services is optimized through innovative and strategic leadership.
 

Qualifications

Successful candidates will be able to show a proven track record in related experience and training. A typical example of qualifying experience and training may be: Ten (10) years of increasingly responsible development services and planning experience including five (5) years of management and supervisory experience. Bachelor's degree from an accredited college or university with major course work in urban planning, public administration, business administration, or a related field.  A Master’s degree is desirable.
