The Finance Director is a critical leader on the Executive Management team, supporting the City Manager and City Council in management, development and implementation of the City’s financial operations, including budget, revenue collection, purchasing, accounts payable, treasury and investments. The Director will be the technical and managerial expert in the Finance Department and will provide leadership through collaboration, teamwork and active involvement, contributing to the long-term financial health of the organization.
ESSENTIAL JOB FUNCTIONS
Position is responsible for monitoring the adopted budget and preparing a mid-year budget review and quarterly reports for submission to the City Council. Controls and manages the City’s investment portfolio; ensures that investments meet the City’s policy guidelines and that adequate cash is available to meet obligations; prepares periodic reports regarding investments to the City Council. Provides technical advice to City’s management and City Council in City financial and accounting matters and ensures the City complies with the Government Accounting Standards Board (GASB). Oversees, coordinates and provides information required for the annual City financial audit including capital assets; responds to and implements auditor’s recommendations. Directs and manages the purchase of supplies, materials and equipment for the City.

The successful candidate will have equivalent to graduation from a four year college or university with major course work in accounting, economics, business or public administration or a field related to the work. A combination of five (5) years of responsible financial management or governmental accounting including three (3) years of supervisory or administrative experience in a public agency setting that includes maintaining financial records, preparing financial statements and/or managing the financial functions of a public agency. Certification as a Certified Public Accountant (CPA) is desirable.
COMPENSATION AND BENEFITS
The previous Director of Finance had an annual salary $144,990.12. The City is currently looking at performing a citywide classification and compensation study which could result in possible changes to the salary for this position. City offers an excellent benefit package which includes: California Public Employees’ Retirement System 2.0 % @55 formula for Classic Employees (City does not have a second tier for Classic Employees) and 2.0% @ 62 for employees who entered the PERS system after December 31, 2012, employee pays 7% into the PERS system (the City does not participate in Social Security); 401(a) plan; City contributes $330 per month into optional 457 Deferred Compensation plan; vacation leave accrued at the rate of 120 hours per year; sick leave accrued at the rate of 120 hours per year; administrative leave of 70 hours per year; 10 paid holidays per year; floating holidays of 20 hours per year; flexible benefits program ($1100 monthly benefit allowance) including health, dental, vision and medical/dependent care flexible spending accounts; City paid Retiree Medical Trust of $1,000 annually; 4/10 work schedule; long-term disability insurance; life and AD&D insurance at one times salary up to $200,000 for each plan; cell phone allowance; and a $300 month vehicle allowance.

ABOUT THE CITY
The City of Azusa is strategically located off the 210 Freeway within a 30 minute drive to Pasadena, Orange County, Inland Empire, and the Ontario International Airport. The estimated median household income is over $56,000. The City’s total budget in Fiscal Year 2015-16 was $162,823,605 of which $36,441,375 was allocated for General Fund related expenses.
