JOB SUMMARY
This single position class is distinguished with responsibility for providing leadership and direction to planning, paratransit, marketing, and customer service staff. The position also serves as a member of GCTD’s management team.
ESSENTIAL FUNCTIONS
The Director of Planning and Marketing has responsibility to:
•Direct implementation of plans, projects and initiatives in support of delivering high-quality fixed-route and paratransit services
•Oversee planning staff conducting complex technical work including the development of run cuts, schedules, route maps, analysis reports, and service plans
•Direct the completion of transit studies including the development of long and short-range plans, capital and srtategic plans
•Oversee implementation of public relations campaigns and communications on behalf of the district, including development of overall communications strategy to increase positive public awareness of Gold Coast Transit District
•Actively work to promote public transportation as a valuable community service.
•Oversee management of paratransit and flexible services, including senior and disabled services; ensure all documentation is kept up to date as required
•Identify grant opportunities, work with staff to develop federal and state grant applications for operational, service improvement, and capital funding needs; coordinate review and reporting with appropriate federal and state representatives
•Work with staff to develop and submit federal and state planning reports, i.e., annual Transportation Improvement Plan (TIP) and triennial Title VI update.
•Demonstrate a strong understanding of issues facing local jurisdictions and develop strategies to maximize opportunities for implementing transit services
•Represent GCTD in meetings with representatives of local, regional and state business organizations, special interest groups and governmental agencies
•Represent the department in public meetings, governmental/regulatory agency hearings, peer working groups, Board of Directors, and City Council meetings to explain transit planning and transportation planning policies and plans
•Make consistent and continuous contact with various stakeholders including City departments, outside agencies and organizations, civic and community groups, and the general public for the purpose of establishing effective community relations
•Oversee development of annual service options as input to the annual budget
•Work with management staff on the development of major and minor capital construction projects, reviewing design and construction plans, and attend and participate in facility project management meetings
•Prepare and review correspondence to community stakeholders
•Develop a positive rapport with staff across all levels of the organization
•Monitor program expenditures, revenues and budget status
•Evaluate performance of department staff and reccomend salary increases; respond to grievances; recommend and, in consultation with the General Manager and Director of Human Resources, administer discipline; interview applicants and recommend appointment of staff; oversee vacation requests
•Provide direction to department staff, including prioritizing and assigning projects; and provide feedback as needed to ensure department objectives are met
•Develop policies and procedures needed to effectively operate assigned functions
•Prepare administrative reports and items for consideration by the Technical Advisory Committee (TAC) and Board of Directors
•Evaluate specific GCTD program needs to determine the need to utilize consultant services; prepare scopes of work and coordinate consultant selection with the Procurement staff; manage consultant/contractor projects
•Demonstrate ability to lead teams, work cross-functionally and think strategically
•Develop and implement planning, marketing and administrative policy; serve as a member of management team in review and improvement of administrative, service and support operations.
OTHER JOB FUNCTIONS
May be assigned additional managerial and administrative responsibilities; may be designated to act as General Manager in the absence of the General Manager.
MINIMUM QUALIFICATIONS
A Bachelor’s Degree from an accredited college or university in Planning, Public Administration, Transportation Planning, Marketing, Communications, or related field; and a minimum of (6 years) of related progressively responsible professional experience. A Master’s Degree from an accredited college may substitute for up
to two years of professional experience.

•Modern transit system operating principles and including quality service concepts
•Federal, state, and local, laws and regulations affecting transit planning, capital acquisitions, and construction planning, environmental review requirements, and reporting requirements
•Local government roles and responsibilities related to infrastructure and zoning
•Scheduling and run-cutting principles and practices, including the use of computerized scheduling software applications
•Technical language and concepts applicable to transportation planning, marketing, sales, public relations/information, transportation operations and support activities as needed for preparation and evaluation of proposals, administrative reports, policies and other official documents
•Statistical analysis, data collection practices and survey methods
•State and Federal grant programs and application procedures
•Community outreach and public engagement practices
•Supervisory principles and staff development practices
•Principles and practices of transportation planning, public relations, and marketing
•Strong proficiency in office software such as Microsoft Word, Excel, and PowerPoint
and
Ability to:
•Direct, organize and manage the transit planning, public information/relations and marketing/sales activities affairs of a regional, public sector transit system
•Effectively present and communicate ideas orally and in written form including the ability to persuade and/or train others
•Supervise the work of others engaged in planning and marketing activities
•Develop policy and procedures needed to effectively operate assigned function
•Investigate and respond to customer complaints and suggestions
•Make and present findings and analysis of formal complaints as well as review of operational activities
•Understand, interpret laws, regulations and policies governing program operations
•Develop and implement planning and marketing procedures
•Identify and analyze operating system problems and implement procedures
•Make decisions and independent judgments
•Deal fairly and communicate effectively with people of diverse backgrounds
•Understand program objectives in relation to departmental goals and objectives.
LICENSES AND OTHER REQUIREMENTS: Valid California driver’s license.
