The Public Works Department is responsible for a large majority of the City’s infrastructure and core functions including treating and delivering clean water, collecting and treating wastewater, and collecting and disposing of the City’s refuse and recycled material at cost effective rates. The Department also oversees the construction, repair and maintenance of the transportation system, protects waterways and groundwater aquifers, design and construct all City infrastructure, and procure and maintain the entire City’s fleet. The Department has approximately 259 full time employees with a $144M budget and organized into the following divisions; Streets Maintenance, Transportation Operations and Planning, Construction Management, Engineering, Wet Utilities including Water, Wastewater and Storm Drains, the Solid Waste Utility, Landfill Operations, and Fleet Maintenance.

Reporting to the City Manager, the Public Works Director is a highly responsible executive level position and a key contributor to the City’s leadership team. The Director performs complex managerial and professional work planning, organizing, directing, and overseeing the operations of the Public Works Department to maintain the quality and safety of the City’s infrastructure and deliver associated programs and services reliably, efficiently, and cost effectively. The Director provides leadership and strategic direction to the Department, coordinates activities with other departments and outside agencies, and provides highly responsible and complex administrative support to the City Manager and other officials. The Director of Public Works also serves as the City Engineer responsible for the design and construction of the City’s Capital Improvement Program, as well as working to oversee orderly development within the City of Redding with the Development Services Department.

Duties include but are not limited to:
  • Develop general policies in consultation with the City Manager for the maintenance and expansion of the City's public works functions.
  • Oversee the review of plans and specifications for the construction of streets, sidewalks, water and sewer system improvements, drainage system improvements, recreational facilities, solid waste program improvements, and other public facilities.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Assess and monitor workload, administrative and support systems, and internal reporting relationships.
  • Identify opportunities for innovation and improvement; and direct the implementation of changes.
  • Select, train, motivate, and evaluate Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; and implement discipline and termination procedures.

Qualifications
  • Typical education would include a bachelor's degree from an accredited college, university, or equivalent in Public Administration, Civil Engineering, or other related field.
  • Typical experience would include ten years relevant experience in a progressively responsible position in a related field; five years in a management or supervisory level position, including at least three years direct supervisory experience.
  • Registration as a Professional Civil Engineer in the State of California or a state that has reciprocity.
  • Possession of a valid California driver's license or the ability to acquire one within 10 days of appointment.
