Definition of Position
Under direction of the Engineer - Principal, performs complex and difficult engineering work that incorporates the design and construction of major capital improvement projects, including the preparation of engineering studies, plans, specifications and cost estimates for City projects related to streets, sewers, water systems, storm drains, traffic or related public works projects; prepares engineering studies, cost estimates, and bid package documents for capital improvement program; oversees consultant contracts and budgets for the timely delivery of capital improvement projects; prepares ordinances, land development conditions, engineering standards, policies, and procedures; provides construction and inspection services of capital projects and land development projects; assists and makes recommendations to Public Works staff in the repair and maintenance of public property; responds to questions and inquiries from the public, developers, contractors, engineering professionals, and City staff; uses process improvement methods to reduce operation and maintenance costs, improve capital project delivery schedules and reduce long term maintenance costs for the City; supervises and oversees assigned staff; and performs related work as required.

Example of Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
1. Prepares preliminary engineering reports, cost estimates, and budgets for capital improvement projects.
2. Prepares plans, specifications, and cost estimates for capital projects.
3. Prepares scope of work, requests for proposals, and solicits engineering services contracts for engineering work on capital projects; participates in the selection of engineering consultants; reviews studies and plan checks contract drawings prepared by consultant engineers; monitors and manages consultant contracts for compliance with City standards, capital improvement program delivery schedule, project budget, and City goals.
4. Provides construction and inspection services for capital projects and land development projects.
5. Reviews and conditions land development projects to ensures compliance with City General Plan, City standards, and California Environmental Quality Act, and the Subdivision Map Act; performs plan check, review and processing plans and specifications for land development projects affecting site grading, streets, street lighting, storm drainage, rights-of-way, water and sewer systems, traffic, and related areas; ensures compliance with City standards, conditions of development, and regulatory permits; oversees and inspects site grading and public improvement construction by private developers.
6. Prepares and presents technical and informative reports to the City Council, Port Hueneme Water Agency, FEMA, County of Ventura agencies, Naval Base Ventura, Port District, City of Oxnard, California Department of Fish and Wildlife, Ventura County Transportation District, Gold Coast Transit District, and local neighborhood groups.
7. Incorporates process improvement methods such as Lean 6 in the delivery of the capital improvement program.
8. Plans, schedules, supervises, and evaluates the work of assigned staff; determines job assignments, reviews work products, and trains public works staff as necessary.
9. Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner; prepares reports as necessary.
10. Performs related duties as assigned.

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
-Operations, services, and activities of a municipal engineering design and construction program.
-Principles, practices, and methods of civil engineering as applied to planning, designing, and construction of water and wastewater systems, street improvements, and various other types of public works facilities.
-Principles and practices of project management and administration.
-Methods and techniques of contract negotiations and administration.
-Methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects.
-Traffic engineering, geotechnical engineering, structural engineering, and surveying.
-Real estate law and public and private easements.
-Standard Specifications for Public Works construction, inspection methods, informal and formal contract administration, capital improvement program delivery scheduling, partnering, and negotiations of change orders.
-Land development regulations and conditioning.
-California Environmental Quality Act and the Subdivision Map Act.
-National Flood Insurance Program and floodplain management.
-American Public Works Association accreditation program for public works organizations.
-Recent developments, current literature, and sources of information related to innovations and trends in civil and traffic engineering design and development.
-Principles of supervision, training, and performance evaluation.
Principles and procedures of record keeping.
-Principles of business letter writing and report preparation.
-Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
-Pertinent federal, state, and local laws, codes, and regulations relating to municipal engineering, structural engineering, and surveying.

Ability to:
-Perform complex and difficult engineering work.
-Direct, supervise, coordinate, and evaluate the work of engineers, technicians, inspectors, and consultants engaged in responsible engineering work.
-Serve as the project manager on multiple capital improvement projects.
-Prepare technical reports, cost estimates, budgets, schedules, and performance metrics for multiple projects.
-Monitor progress of multiple projects to ensure timely completion of capital improvement projects within budget.
-Safely and effectively operate engineering tools and equipment.
-Understands and incorporate process improvement methods such as Lean 6.
-Work under pressure, handle significant problems and multiple tasks simultaneously.
-Perform engineering computations and calculations.
-Maintain detailed project management records and documentation.
-Interpret, apply, and ensure compliance with pertinent federal, state, and local laws, codes, and regulations.
-Respond to questions and inquiries from a variety of sources regarding engineering projects.
-Plan and organize work to meet changing priorities and deadlines.
-Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
-Communicate clearly and concisely, both orally and in writing.
-Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major course work in civil engineering or closely related field.

Experience:
Three years of professional civil engineering experience which includes some project management experience, and one year of lead supervisory experience preferably with a public agency.

License or Certificate:
Possession of a valid California driver's license and satisfactory driving record.
Possession of a State of California Civil Engineering registration.
Possession of a Certified Floodplain Manager certificate (desirable).
Possession of a Qualified Storm Water Pollution Prevention Plan (SWPPP) Developer and Practitioner certificate (desirable).
