The City of Oxnard is seeking an Environmental Resources Division Manager. The Manager provides leadership and strategic direction across all customer-facing functions, including customer experience, regulatory compliance, and operational performance. Reporting directly to the Public Works Assistant Director, this role is critical in aligning customer satisfaction, revenue growth, industry requirements, and operational excellence to drive success. The Division:

The Environmental Resources Division manages all business and operational aspects of full-service solid waste for the City of Oxnard’s Public Works Department. Management duties will include budget development and administration, capital projects, a vehicle replacement plan, staff management for 182 FTE’s, public information and outreach, market expansion, and responsibility for daily operations of residential and commercial collections and the Material Recovery Facility (MRF). This position will perform difficult professional and technical administrative work leading and managing a solid waste system including disposal, organic waste, and recycling operations. They will also develop and carry out policies, procedures and programs as related to both daily and long-range management of the division, manage and ensure regulatory compliance and permits related to solid waste operations, and facilitate community outreach and education on regulatory mandates and solid waste issues.

Salary is $118,307.28 - $193,432.93 supplemented by attractive benefits. Placement within range DOQE. Deadline to apply is Tuesday, September 30, 2025, at 5:00 pm.
