The Finance Division Manager is a division head responsible for planning, assigning and monitoring the work of staff to one of the divisions within the Finance Department. Finance Division Managers work under the direction of the Director of Finance to plan, coordinate and supervise work at a division level of the Finance Department including accounting, CAFR, budget and debt financing, and revenue collection; and may perform other duties as required.

 

Examples of Duties:

•Plans, coordinates, and administers operations of the assigned Finance Division.

•Assigns work to assigned staff; monitors work activities to ensure work quality and accuracy; ensures compliance to applicable rules, policies, and procedures.

•Prepares a variety of technical reports requiring research, analysis and interpretation.

•Recommends goals and objectives; assist in the development of policies and procedures.

•Directs, oversees and participates in the development of the Division work plan; assigns work activities, projects and programs; monitors work flow; implements policies and procedures; reviews and evaluates work products, methods and procedures.

•Prepares a Division Budget; assists in budget implementation; participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.

•Prepares City CAFR, works with external auditors and ensures all federal and state reporting requirements are met.

•May assist in the development of the City-wide budget.

•Participates in the recommendation of appointment of personnel provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations.

•Coordinates assigned activities with other City divisions, departments and outside agencies.

 

Minimum Qualifications:

Qualified applicants must possess a bachelor's degree in finance, accounting, business administration or equivalent supplemented by four years of increasingly responsible experience in professional accounting preferably in a municipal government setting, of which at least two years is at a supervisory level. A Certified Public Accountant license is highly desirable.
