Finance Manager

Full-Time Exempt

Salary Range: $83,984 – $130,877

 

Description

The City of La Habra Heights is seeking a highly motivated, detail-oriented, and dedicated individual for the position of Finance Manager. Under direction of the City Manager, the Finance Manager functions as a member of the City’s management team and as the administrative head of the Finance Department. The position is responsible for duties including accounting, payroll, accounts receivable, cashiering, budget, purchasing and licensing. Qualified candidates must have knowledge of Municipal accounting and finance administration principles, systems, procedures, reports and practices; laws governing municipal finance administration; treasury management and investment programs available for municipal funds; sources of revenues to fund city services; and municipal budgeting processes.

Essential Duties

Duties may include, but are not limited to:

  • Planning, directing and coordinating the fiscal management program of the City, including budget preparation and monitoring, collection and disbursement of revenues, accounting, financial reporting and auditing of investment funds.
  • Planning, directing and coordinating investments and cash flow; developing and implementing policies governing the investment of City funds; directing the investment program.
  • Participating in the compilation of budget requests, preparation of preliminary and final budget documents, and various transactions required for budget control and administration.
  • Directing the preparation of revenue, expenditure, debt, costs, and other reports on departmental operations.
  • Providing advice and counsel to the City Manager, City Council and staff on fiscal planning, revenue, expenditure projections and related matters.
  • Reporting financial information in an accurate and timely manner; preparing and providing financial reporting to external agencies as required.
  • Developing, implementing, and monitoring internal controls.
  • Supervising and spend ample time training employees within the Department.
  • Interfacing with financial consultants, auditors, and government agencies.

Required Experience / Education

Bachelor’s degree in Public Administration, Accounting or a related field from an accredited college or university. Five years of increasingly responsible governmental accounting experience, including at least three years in a high level, municipal finance supervisory capacity. Municipal experience is highly desirable.

Licenses and Certifications

A valid California Class C Driver’s License is required and must be maintained throughout the course of employment.

The City of La Habra Heights was incorporated on December 4, 1978 as part of a community effort to preserve its unique residential and rural atmosphere. La Habra Heights is a General Law City located in Los Angeles County just 25 miles southeast of downtown Los Angeles.
