SALARY RANGE: $103,661- $131,727 Annually
THE POSITION
Under administrative direction, assists and participates in planning, organizing, directing, coordinating and monitoring activities of the Administrative Services Department; performs professional, diverse, specialized and complex accounting work; provides direction and supervises subordinate staff; acts as the Executive Manager in absence of the Director; performs other related duties as required.
TYPICAL DUTIES
- Directs the preparation, maintenance, verification and reconciliation of a wide variety of accounting and financial reports.
- Prepares the City’s Comprehensive Annual Financial Reports (CAFR).
- Responsible for the compilation of budget requests, preparation of preliminary and final budget documents, and various transactions required for budget control and administration.
- Ensures that the City’s financial records are complete, accurate, and in compliance with laws, ordinances, and regulations which affect municipal finance operations (i.e. Governmental Accounting Standards Boards “GASB” and generally accepted accounting principles “GAAP”).
- Participates in the management of the City’s investment portfolio.
- Responsible for coordinating the independent auditors with their annual review of City financial records and activities.
- Assists in the development, maintenance, and enhancement of computerized information systems for accounting and financial functions.
- Performs financial systems software management, including maintaining financial system software controls, administering accounting aspects of the general ledger software, and serves as resource for departments.
- Provides technical accounting and financial advice and assistance to other departments.
- Supervises utility billing, payroll, accounts payable and receivable, business license and all other customer service activities.
- Recommends selection of staff and provides for their training and professional development.
- Makes public and staff presentations on a wide range of issues having fiscal implications to the City.
- Prepares “Requests for Proposals” for various financial, accounting and fee services.
EMPLOYMENT STANDARDS
Knowledge of:
- Financial management principles, local government finance administration and generally accepted accounting principles and practices.
- Research methods and statistical techniques and applications.
- Computer applications related to the work including accounting and financial systems, as well as word processing, spreadsheet and presentation programs.
- Supervisory principles and performance evaluation practices including employee motivation techniques.
- Applicable federal, state and local laws, codes, and regulations regarding public agency accounting operations.
- Principles of project management and program evaluation.
- Methods and techniques for report preparation and highly articulate written communication styles.
Ability to:
- Analyze, evaluate and reconcile complex financial data to arrive at accurate conclusions and make appropriate recommendations.
- Oversee all functions of the department including but not limited to general accounting, accounts payable, payroll, budget development and administration, and utility billing.
- Maintain accurate financial records and prepare clear and accurate reports and statements for informational, auditing and operational use.
- Communicate clearly and concisely complex financial information in an understandable form for non-technical individuals, both orally and in writing.
- Work in a team atmosphere and participate on a variety of departmental and City-wide committees to enhance the provision of all City services.
- Assist in coordination of the City’s financial services.
- Establish positive working relationships with representatives of community organizations, state and local agencies and associations, city management, staff and the public.
EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from a four-year college or university with major course work in accounting, business, finance or closely related field. Six years or more progressive, professional and financial management experience, including supervision of detailed accounting transactions, preparation of financial statements, supervision of subordinate staff and working with financial/accounting computer data systems.
A combination of private sector and municipal experience is preferred. Possession of CPA or CPFO certification, MBA degree and/or MPA degree are highly desirable but not required.
