The City of Pacifica currently has an opening for a Financial Services Manager in the Finance Division of the City Manager’s office. Under administrative direction, the Financial Services Manager directs and supervises activities of the Finance Division; participates in City-wide financial activities; performs professional accounting work; participates as a member of the Department’s management team in departmental policy development, administrative planning, and addressing of departmental issues; and performs related work as required.
EXAMPLE OF DUTIES:

Plans, organizes, directs, and coordinates all Finance Division activities including annual audit, accounting, budgeting, investment, payroll, and business license programs.

Prepares and administers the Division’s budget.

In collaboration with the Assistant City Manager, develops the City’s annual operating budget and long term financial plan documents.

Assists in the development of the Capital Improvement Plan.

Supervises and participates in the examination, analysis, and verification of budgetary records including accounting, payroll, treasury disbursements, and purchasing.

Prepares or directs the preparation of the variety of financial statements and statistical reports.

Assists with the development of City-wide financial policies.

Develops procedures for handling account and financial activities including pre-audit, posting of revenues and expenditures, payroll, purchasing, assessments, business licenses, and other activities.

Manages the City’s financial audit process and prepares the City’s Comprehensive Annual Financial Report.

Supervises, evaluates, and provides work direction and coordination for Division staff.

Drafts staff agenda reports and may make presentations to the City Council, Commissions, and other groups of a financial nature relating to the City’s budget and financial forecast.

Interacts with other representatives from other departments in providing financial information, including budgetary projections, analysis, recommendations, data, and reports.
Qualifications:
Education/Experience: A Bachelor’s degree from an accredited four-year college or university with a major in Accounting, Business or Public Administration, and an emphasis in Accounting or Finance. Certified Public Accountant is highly desirable. Five years of progressively responsible work experience at a professional level, including supervisory responsibilities in accounting or finance administration, preferably in a public agency or government accounting firm.
Licenses: Must possess a valid California Class C driver’s license and have a satisfactory driving record at the time of appointment to the position.
Knowledge of: Principles, methods, and practices of municipal and governmental budgeting, accounting, auditing, treasury management, and revenue and business license administration. Local government investment policy, investment strategies, interest bearing instruments, and cash flow forecasting.
Skill in: Planning, organizing and directing work of the Finance Division. Supervising, training, and evaluating assigned staff. Communicating effectively in English both orally and in writing, making presentations, and preparing written notes. Interacting effectively with City staff, elected officials, and representatives of various public and private agencies. Establishing and maintaining effective working relationships with others. Understanding interpreting and applying complex guidelines.
Physical Demands: Work generally involves a high degree of concentration, especially in the consideration of technical and personnel problems and the origination of programs to increase departmental efficiency and improvement of services. Light to moderate physical work in the handling of supplies, files, and computer equipment.
Working Conditions: Essentially all work hours are spent in an office. Ability to sit, talk and hear; use hands to operate objects, tools, or controls; reach with hands and arms. Ability to lift, and/or move up to 25 pounds. Specific vision abilities require close vision and the ability to adjust focus.
SALARY AND HOURS:
Financial Services Manager: $8,787 - $10,833 per month.
This is a full-time, exempt, at-will, 40 hours per week position working Mondays, Tuesdays, Thursdays 8:00 AM to 5:00 PM, Wednesday 8:00 AM to 7:30 PM, and Fridays 8:00 AM to 1:30 PM.
BENEFITS:
This position is included in the confidential and unclassified Management Unit. Health benefits are offered through the CalPERS Health Program. The City will contribute toward the cost of health benefits to cover a majority of the premium, based on coverage level. The City offers vision through VSP; dental through Delta Dental, typically covering 100% paid premiums of dental expenses and $2,000 lifetime orthodontic maximum for employee and dependents. City provides paid long-term disability and life insurance coverage through Voya Financial, and an Employee Assistance Program through MHN. Retirement benefits are provided through CalPERS: 2.5%@55 for “Classic” members, 2%@62 for “New” members. Voluntary participation in a Deferred Compensation 457K plan is available in addition to flexible spending accounts for health reimbursement and childcare/eldercare reimbursement.

Administrative Leave: 40 hours per year (no cash value)

SELECTION PROCESS:
Applications will be screened and those meeting the minimum qualifications will be invited for the oral panel interview examination. Candidates must receive a score of 70% or higher on the oral interview exam to be placed on the initial eligibility list. A limited number of candidates from the eligibility list will be invited for an interview with the Assistant City Manager. Depending upon the number of candidates, this process may be altered. The Assistant City Manager will make the final recommendation for appointment. After a mutual interest has been established, the final candidate must pass a fingerprint check submitted to the Department of Justice and a thorough background investigation. Eligibility lists are generally valid for one year upon establishment.
