The Department: The Human Resources and Library Services department is committed to bringing people, information, and ideas together to educate, motivate, develop, inspire, and serve both City employees and the community. The Human Resources division oversees employee benefits, labor relations, leaves of absence, recruitment, classification and compensation, employee safety, emergency operations, training and employee development, and employee wellness for City employees. The Public Library division oversees all functions at the three library branches, Canyon Country Jo Anne Darcy Library, Old Town Newhall Library, and the Valencia Library. Functions at each branch include children’s services, teen services, adult services, passport services, local history, and public services.
The Position: Under the direction of the Director of Human Resources and Library Services, this position is responsible for the overall planning, organizing and administration of the City’s Human Resources Division, including recruitment, selection, employee and labor relations, classification, compensation, leaves and benefits, employee training and development, workers’ compensation, risk management and emergency services. Oversees 12 full-time staff and 4 part-time/seasonal staff in Human Resources, including Emergency Services and Risk Administration. Duties and responsibilities include:
- Management responsibility for the City’s Human Resources activities and services. Developing, implementing, and maintaining the division’s goals, objectives, policies, and priorities for all service areas; participating in the establishing strategic short-term and long-term program planning, ensuring established goals and priorities are achieved.
- Demonstrating a full understanding of applicable policies, procedures, and work methods associated with assigned duties; staying current on issues relative to the fields of human resources.
- Managing emergency management operations for the City; providing direction and coordinating emergency and disaster-related efforts in planning, response, recovery and mitigation issues.
- Managing the risk management operations related to employee safety; providing direction and coordinating the programs that track, mitigate, and measure risk exposure and incidents.
- Advising management and employees regarding all personnel matters; advising, interpreting and explaining laws, directives, personnel rules, memorandum of understanding, and organizational policies and procedures, including disciplinary procedures.
- Leading labor relations meetings and negotiations; initiating special studies for meet and confer purposes; coordinating cost analysis on negotiation proposals.
- Supervising the selection, training, and evaluation of division staff; planning, coordinating, organizing, assigning and evaluating the work of division staff; providing coaching and mentoring with a focus on accountability and professional development.
- Evaluating the division's service delivery and systems; monitoring workflow and distribution of work while enforcing heavy focus on customer service; identifies opportunities for improvement and implements strategies to enhance services and resolving problems and/or issues.
- Reviewing personnel budget requests; works closely with managers to determine needs and justification; conducting classification and salary studies and makes recommendations to the City Manager, Assistant City Manager, and Director; maintaining and updating the classification and compensation plans.
- Initiating, conducting, and overseeing personnel investigations; providing assistance and guidance to supervisors and managers related to disciplinary processes and procedures.
- Managing and coordinating the development of the division’s budget; monitoring and approving expenditures; advising appropriate staff on budget matters; forecasts and adjusting the budget as necessary.
- Researching, compiling, analyzing, and evaluating general and statistical information; coordinating pertinent information, resources, and work teams necessary to support a positive and productive environment; drafting proposed resolutions and ordinances; preparing a variety of written correspondence, reports, procedures, speaking notes, and other written materials.
- Attending and participating in professional and community meetings; responding to and resolving sensitive and complex community and organizational inquiries, issues, and complaints.
- Establishing positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
- The Ideal Candidate: The new Human Resources Manager will form partnerships with citywide departments to support and foster a working environment that can maximize organizational performance and be an integral part of the City's Management Team.
- The new Human Resources Manager will possess: A broad based human resources background with a strong knowledge of training and development and exposure to other discipline areas of human resources, including risk management and emergency services.
- Knowledge of the principles, practices and techniques of public organizational development and human resources administration, organization and operation; effective organizational and management practices. Ability to direct, manage and coordinate the work of the Human Resources division including developing and administering division and program goals.
- Strong leadership skills and the ability to supervise, mentor, and evaluate employees including the ability to provide constructive feedback, resolve difficult employee issues, and enhance teamwork.
- Ability to identify, provide, and deliver creative, proactive, and non-bureaucratic business solutions; be an innovative, strategic thinker.
- Ability to develop and maintain positive working relationships with a skilled and engaged staff, department heads, elected officials and the public.
- An effective problem-solver with a flexible, solution-oriented approach in providing human resource consultation to leadership and employees.
- Takes personal accountability for their work and sets high standards for self and others; self-aware and open to feedback and learning.
- Strong organizational skills and the ability to oversee and manage multiple projects simultaneously, be sensitive to deadlines and changing priorities, demonstrate flexibility, and work within the constraints of a budget.

- Exceptional writing skills and the ability to develop comprehensive reports, draft speaking notes, and general correspondence.

- Knowledge of the concepts and practices of classification and compensation plan administration; recruitment and selection; benefits and retirement; employer-employee relations; budget administration. Ability to analyze, interpret, and explain complex laws, policies, regulations and issues.
Education & Experience: The following are the minimum qualifications for the position:
- Bachelor’s degree in Human Resources, Organizational Development, Business, Public Administration, or closely related field.
- A minimum of five years of increasingly responsible experience in Human Resources, including two years as a supervisor.
- Master’s degree in Public Administration is highly desirable Possession of, or ability to obtain, a Class C California driver license.
- Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered.
Compensation and Benefits:The hourly range is between $73.55 (Step 1) - $89.40 (Step 5). All appointments are made at Step 1 of the salary range unless otherwise authorized by the City Manager. The City of Santa Clarita has a competitive benefits package that prioritizes the health and wellness of employees, including:
- CalPERS Retirement: 2%@) 60 for classic members (employee pays 7%; 2%@)62 for new members (employee pays 6.25%)
- Medical/Dental/Vision Insurance: The City contributes a monthly benefits allowance which included up to $686.00 per month for employee-only coverage, up to $1,368.00 per month for employee +1 coverage, and up to $1,785.00 per month for family coverage.
- Taxable Cash: The City offers $330.76 per month in lieu of opting out of medical coverage.
- Deferred Compensation Match Program: Employees with at least five years of service are enrolled in the City's 457 plan and making active contributions.
- Vacation: 2 weeks of paid vacation per calendar year. After 5 years of continuous service, paid vacation increases to 3 weeks.
