Definition: Under direction, coordinates and performs technical level work in support of Human Resources operations. Positions allocated to this class are distinguished from other technical level classifications by the performance of duties in support of the labor relations process and therefore considered confidential.
Examples of Duties: The Human Resources Technician will be required to assist in workers’ compensation, recruitment and selection, benefits, and risk liability administration.
Position Snapshot: The Human Resources Department supports the City’s efforts to recruit and retain the best talent who will serve our community as well as supports our staff through their career. We are seeking an engaging, detailed-oriented professional who will perform as a pivotal team member. The Human Resources Technician will perform duties to include, but not limited to, providing technical assistance with the recruitment and selection processes and materials; preparing, inputting, and maintaining employment data into the HRIS; conducting orientations for full-time and part-time hires; serving as a point of contact for applicant inquiries; proctoring examinations and compiling testing materials; collaborating with hiring managers and business partners with the onboarding and offboarding process; compiling data and preparing reports; interpreting and explaining information about specialized, complex HR-related policies and procedures; assisting with the respective HR team member(s) in Benefits, Worker's Compensation, Recruitment and Selection, and Risk and Liability as needed; and serving as a back-up to the front counter. Other duties as assigned.
Experience and Training Guidelines: A combination of experience and training that would provide the required knowledge and abilities is qualifying. The incumbent must have knowledge of:
Experience: Two (2) years of increasingly responsible clerical and technical experience in a Human Resources department.
Education: Equivalent to the completion of the twelfth grade, supplemented by specialized training in business/public administration, personnel, workers’ compensation, risk management or a closely related field.
Licenses/Certifications: Possession of, and continuously throughout employment, a valid, CA class “C” Driver’s License.
Supplemental Information: Successful candidates will be required to complete an annual Statement of Economic Interest Form (700 Form) and bi-annual ethics training pursuant to AB 1234.

- Basic principles and practices of personnel administration including recruitment and selection, benefit administration and workers compensation.
- Principles and procedures of record keeping and reporting.
- Modern office procedures, methods, computer equipment and software.

- Basic principles and practices of effective business writing.
