The City of Rancho Cucamonga seeks a highly innovative, strategic, and forward-thinking individual to join our Executive Management Team as the Library Director. Under administrative direction, plans, coordinates, and carries out the activities of the public library and forthcoming interactive discovery space; assists and cooperates with the Library Board; serves as a member of the City management team; performs related duties as required. This leader will participate as an integral champion of Team RC - the City’s organizational development initiative emphasizing personal and professional growth.

ESSENTIAL FUNCTIONS
Plans, coordinates, and directs the services of the City library to effectively meet present and future community needs; formulates library policy and procedures; establishes, updates, and implements a library plan of service; studies and evaluates new library developments and systems.
The Ideal Candidate
The Library Director must positively influence day-to-day operations, have a “can-do” attitude, and be comfortable with a hands-on and proactive approach to all aspects of Departmental procedures. The ideal candidate will have a natural interest in mentoring and guiding staff, explaining strategy and procedures, and leading the team as they effectively and efficiently achieve City-established goals.
Additionally, the ideal candidate must be recognized as having the ability to provide the Department with the following:
Exceptional leadership and management skills
Display outstanding character, integrity, and professionalism;
Ability to build consensus and provide a positive example;
Ability to embrace and effectively implement new ideas and a genuine interest in the community and the broad range of issues facing the City of Rancho Cucamonga;
Consistently communicate and implement the City’s mission and values; and
Creative problem-solving capabilities, with the ability to analyze and resolve complex and sensitive issues, problems, and situations;
A proven, effective communicator
Display an outgoing communicative style, one that is comfortable working with a variety of individuals at any level in the organization;
A good listener; open and approachable with new ideas;
Excellent writing skills, a highly articulate oral communicative style, and the ability to clearly explain complex issues to a wide variety of constituents; and
Proactive in providing information to the City Management Team (City Manager, Assistant City Manager, and Deputy City Managers) and other City department directors.
Education and/or Experience:
Graduation from an American Library Association accredited college with a Master's degree in Library and Information Science (MLIS) or Master's degree in Library Science (MLS )and eight years of increasingly responsible professional public library experience, including three years of experience in an administrative or management position, including supervision of professional librarian staff or any combination of training and experience that provides the desired knowledge and abilities.

- Acts as staff to the Library Board on policy matters and puts policy changes into effect; conducts regular Board meetings; provides regular communication with the Board and responds to member requests.
- Supervises and participates in selecting and ordering library materials; confers with staff on problems, changes, improvements, and special projects.
- Selects, trains, supervises, and evaluates staff; oversees staff training and development; works with local schools and community groups; champions the volunteer program to support regular staff in services and fundraising and to develop sources of gifts and endowments.
- Resolves complaints and service questions; prepares news releases and other promotional materials.
- Prepares and administers Library budget; analyzes financial needs and budgets for long term; authorizes expenditures.
- Attends City Council meetings; may participate in administrative studies in areas outside the scope of regular duties.
