POSITIONS
The City of Santa Clara is recruiting for several vacant positions Citywide.
City Manager’s Office – 1 position
The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-today operations and planning, as well as support to the City Council with its policy making. In this capacity, the City Manager's Office resolves complex administrative matters, performs City-wide policy analysis, directs city-wide emergency preparedness efforts; drives strategic planning and organizational development; oversees employee relations; directs the preparation of the budget in conformance with the Council's approved priorities and Budget Principles; and advises the Council of the City’s financial outlook. In addition, the City Manager's Office has direct responsibility for economic development, community outreach and engagement, property and contract management, special projects, and legislative research and advocacy.
The Management Analyst in the City Manager’s Office will be responsible for supporting executive staff and working on projects and assignments related to City programs and the department’s budget and financials.
Responsibilities may include:
- Assist in the preparation, submittal, and administration of the City Manager’s Office departmental budget.
- Administer and/or support key programs and legislative updates that may include the City’s Legislative Advocacy, Minimum Wage, and Smoke-free Programs.
- Serve as a liaison to various committees and external organizations, associations, and community groups such as the Triton Museum of Art.
- Administer grants through the City’s Community Grant and manage grant agreements with community organizations.
- Assist with Public Records Act requests.
- Review, analyze, and implement policies and agreements.
- Conduct research, compile qualitative and quantitative data, and provide recommendations to senior management.
- Prepare agenda reports, correspondence, agreements, and other documents.
- Assist in coordinating the annual Priority Study Session.
- Lead and/or assist citywide projects as assigned.
- Supervise administrative staff as assigned.

Finance Department – 2 positions
Budget Position:
The Budget Division produces the City’s biennial operating and capital budgets, develops long-term financial projections, analyzes and reports on the budget performance during the year, and works collaboratively with departments on any necessary budget analyses and amendments.
The ideal candidate will have the following:

- Experience with complex financial analysis and budgeting,

Purchasing Position:
The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services. Purchasing operates with 12 full-time staff: Purchasing Division Manager (1), Contracts Manager (4), Management Analyst (1), Chief Storekeeper (1), Buyer (1), Purchasing Clerk (1), and Materials Handler (3).
The ideal candidate will have the following:
- Considerable knowledge of principles and procedures related to purchasing;
- Considerable knowledge of contract documents, solicitation methods (RFQs, RFBs, and RFPs) and contract administration related to procurement;
- Good knowledge of laws, policies and procedures governing public procurement;
- Good knowledge of mathematics to perform computations and collect statistics for basic cost and price analysis;
- Experience with preparing technical and complex specifications, investigating sources of supply, analyzing market conditions;
- Ability to read, interpret, explain and properly apply rules, regulations, laws, policies and procedures;
- Ability to use judgment and initiative in making recommendations and resolving problems that are complex and sensitive in nature;
- Excellent communication skills to engage in procurement planning with client departments; and

Human Resources Department – 2 positions
Labor/Employee Relations Position:
This position requires strong research skills, analytical thinking, the ability to interpret data and make recommendations, and ability to formulate administrative policies and procedures.
Responsibilities may include:
- Participate in labor negotiations and meet and confer issues, including but not limited to attending labor negotiation sessions, drafting proposals/correspondence, and conducting cost analysis of proposals.
- Research and interpret MOU language, Personnel Rules and Regulations and labor law for departments, employees, employee organizations, job applicants and the general public.
- Conduct classification and compensation analysis and studies.
- Consult and advise supervisors on employee performance and conduct issues.
- Conduct investigations, including writing investigative reports, and assisting departments with the disciplinary process when needed.
- Collaborate with a variety of departments to run the full recruitment/selection process for classified and unclassified recruitments.
- Policy and procedure development.

Responsibilities may include:
- Provide technical support in the maintenance, implementation and use of the City’s Human Resources Information System (HRIS) and performance evaluation process.
- Prepare a variety of administrative and technical reports, including, but not limited to, Affordable Care Act reporting, Out-of-Class reporting, and EEOC reporting.
- Create and update PeopleSoft queries; audit various reports.
- Administer the City’s benefits programs, which include, medical, dental, vision plans; life insurance plans; and deferred compensation program; including the annual benefits open enrollment.
- Administer the City’s health and wellness program.
- Administer and process the City’s leaves administration program, including but not limited to: leaves of absence applications; determining eligibility for various leave programs including Family and Medical Leave (FMLA), California Family Rights Act (CFRA) and Pregnancy Disability Leave (PDL); counsel employees and supervisors concerning a leave and leave benefits; ensure compliance with medical certification requirements; and processing leave extensions and employees returning to work from leave.
- Partner with Payroll, brokers and vendors for reporting and troubleshooting.
- Work on special projects and policy updates.
- Conduct classification and compensation analysis and studies.
- Respond to human resources inquiries from employees and the public.

Silicon Valley Power (Electric Department) – 1 position
The Electric Department is seeking a Management Analyst for its Compliance Division. This position will support the administrative activities of the Compliance Management Team (RFP management, budget preparation, contracts processing, policy and procedure development and maintenance), lead administrative projects, and help drive SVP’s NERC, Environmental, and Safety Compliance programs.
Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations or utility compliance, and will have a demonstrated aptitude for grasping, conveying, and applying technical information related to electric systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.
Responsibilities may include:
- Maintains awareness of changes to regulations by reviewing regulatory updates, attending compliance conferences (local and regional), meetings, and calls, and reports back potential impacts to the organization.
- Benchmarks compliance program against other utility best practices and recommends/implements improvements.
- Develops and manages internal controls.

Water & Sewer Utilities Department – 1 position
The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system.
The ideal candidate will have the following:

MINIMUM QUALIFICATIONS
Education
Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field. A Master's degree in Public or Business Administration or closely related field is desirable.
Experience
One (1) year of experience performing analytical work.
CERTIFICATIONS/LICENSES
Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.
