Under general supervision of the Police Chief, the Parking Programs Manager (Class Title: Management Analyst) performs a variety of professional, analytical, and technical tasks for Parking Operations within the Police Department and provides assistance and analysis services related to planning, building, and other City fees.
This position spends approximately 75% of their time supporting Parking Operations and about 25% supporting the Community Development Department reviewing other City fees. The Parking Programs Manager develops, administers, and implements City programs related to the department(s) to which assigned, as well as highly responsible analytical staff assistance including conducting analyses of a wide range of municipal programs, practices and procedures, including research, project administration, property management, budget preparation and reporting, lease management and development, maintaining parking facilities, equipment and devices, supporting parking enterprise operations, ensuring compliance with State and local parking, planning, and building fee regulations and performing related work as required.

The ideal Parking Programs Manager should be a strategic thinker with a passion for delivering high-quality parking services while ensuring compliance with applicable regulations and maintaining customer satisfaction. QUALIFICATIONS:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Equivalent to Bachelor’s in Public Administration, Public Management or a related degree.
Experience: Two (2) years of experience in analyzing data and/or records, preparing communications related to analysis and/or research, and/or maintaining financial records. Master’s degree may substitute for one year of experience requirement. Experience working with or for public agencies providing citizen service preferred.
Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
BENEFITS OVERVIEW:
Retirement: The City is a part of the CalPERS retirement plan and does not contribute to Social Security. Classic employees – 2.5% @55 formula, highest 3-year average compensation PEPRA employees – hired after 1/1/13 or Classic employee with 6- month break in service are eligible for a 2% @ 62 formula, highest 3-year average compensation 2% COLA.
Cafeteria Benefit Plan: The City offers a healthy cafeteria benefits program including choices among plan options for medical, dental, vision, life insurance, short and long-term disability, and PERS long-term care insurance.
Holidays: 11 authorized holidays per year.
Administration Leave: 40 hours of administrative leave annually.
Vacation: Employees accrue 120 hours a year for the first five years, 136 hours a year between 5 and 10 years, 160 hours years 11-20, and 176 hours annually thereafter.
Union Membership: This position is exempt and is part of the Unrepresented Confidential Employment Unit.

EXAMPLES OF DUTIES:
Depending upon assignment, duties may include, but are not limited to, the following:
- Evaluates parking codes, ordinances and data statistics to develop opportunities to update, expand upon, or generate new revenues sources.
- Acts as liaison for the City’s hearing examiner, the California Department of Motor Vehicles, parking authorities, State agencies and parking committees. Manages Police Department Parking and Alarms permits, accounts, fees, invoicing and collections.
- Supervises contract services related to parking programs, meter currency collection and counting, and citation processing and revenue collection.
- Assists customers, departments, and employees by providing answers and information regarding leased City properties, lease terms and available properties, job openings and recruitments specific account information, discrepancies, general accounting procedures, and/or department specific issues and problems; researches issues regarding specific transactions; and updates related files and departments on action items.
- Prepare written memos, letters, reports, standard operating procedures, policies, and publications for effective communication with internal and external customers.
- May administer related technology projects, preparing materials, researching information, and analyzing data.
- Recommends prudent courses of action resulting from research and analysis
- Drafts agendas, notes, and staff reports as assigned, researching topics as needed. Prepares reports of related information.
- Prepares, processes, reviews and verifies documents, records, and forms related to assigned area for accuracy, completeness, and conformance to applicable policies, rules, and regulations.
- Establishes and maintains complete files and records related to assigned function.
- Enters and retrieves information and data using standard word processing, spreadsheet and presentation software, as well as accounting, financial, human resources, property management and other related electronic information systems.
- Performs other duties as assigned.
