PLANNING and ECONOMIC DEVELOPMENT MANAGER

$125,216 - $179,940 annually

The City of Mission Viejo is seeking an experienced and motivated professional to join our team as our Planning and Economic Development Manager.  This is a “hands-on” working manager position that will be responsible for all aspects of community and economic development, planning, and code enforcement activities.    

Currently, there is one (1) full-time vacancy scheduled to work Monday through Friday from 8:00 a.m. to 5:00 p.m. in the Community Development Department assigned to City Hall.  The schedule and assignment which includes after hours Commission and/or City Council meetings may vary depending on the needs of the City.  This is an FLSA exempt position.  The eligibility list established for this position may be used to fill future full-time, part-time or temporary Planning & Economic Development Manager vacancies.

Your impact

  1. Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
  2. Assumes management responsibility for all services and activities of the Planning and Code Enforcement Divisions with major emphasis on current and advanced planning, CDBG administration, housing rehabilitation, economic development and code enforcement.
  3. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  4. Plans, directs, coordinates, and reviews the work plan for the Planning, Economic Development and Code Enforcement Divisions; meets with staff to identify and resolve problems; assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods and procedures.
  5. Manages and participates in the development and administration of the advanced and current planning division budget; oversees the budget for the Community Development Department.
  6. Serves as a liaison for the Community Development Department with other City departments, divisions, and outside agencies; attends meetings, as necessary; provides staff support to commissions, committees and task forces, as necessary; negotiates and resolves significant and controversial issues.
  7. Extensive professional background as well as skill in coordinating departmental work with that of other City departments and public agencies;
  8. Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to Community Development programs, policies, and procedures, as appropriate.
  9. Completes special projects including surveys, system costs and requirements analyses, program analysis and evaluation, and grant applications.
  10. Supervises and participates in the preparation of environmental documents including Notices of Exemptions, Initial Studies, Negative Declarations, and Environmental Impact Reports in accordance with the California Environmental Quality Act.
  11. Develops and reviews staff reports; presents reports to the Planning and Transportation Commission, City Council and other commissions, committees and boards; performs a variety of public relations and outreach work related to Department activities.
  12. Attends and participates in professional groups and committees; stays abreast of new trends and innovations in the field of Community and Economic Development.
  13. Confers with engineers, developers, architects, a variety of agencies, and the public in acquiring information and coordinating planning and zoning matters; provides information regarding City development requirements; assists the public at the front counter and over the phone.
  14. Receives, investigates, and responds to problems and complaints from citizens in a professional manner; identifies and reports findings and takes necessary corrective action; assists Code Enforcement staff in reviewing complex code violations and developing processing procedures.

QUALIFICATIONS

Equivalent to graduation from an accredited four-year college or university with major course works in urban planning, community development, business or public administration or a related field and five (5) years of responsible professional urban planning experience with a minimum of one (1) year in a supervisory role.  Possession of a Master’s degree in either city planning or public administration with emphasis in city planning and certification by the American Institute of Certified Planners (AICP) are highly desirable.

May be required to possess and maintain a valid California class C driver’s license and have a satisfactory driving record.
