THE POSITION
Under general direction of the Assistant Finance Director, plans, organizes, coordinates and supervises the activities of journey and advanced level financial staff, and provides specialized technical assistance in comprehensive financial studies and the development and monitoring of financial impacts to the City's budgetary operations.

EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
Participates in the development, implementation, and modification of the department's goals, objectives, policies and priorities. Develops, implements, and modifies section goals, objectives and performance measures.
Coordinates, organizes, plans, and supervises the development, implementation, and modification of financial system policies and procedures as it relates to the development of budgets. Confers with internal customers and members of the public to explain financial policies and programs, and to respond to complaints and requests for information.
Oversees the planning and development of the City's capital improvement budget and the development and analysis of the City's maintenance and operations budgets. Coordinates the development of City revenue and expense forecasts, monitors revenue and expense performance, and communicates results to management.
Selects and oversees the work of assigned professional and clerical staff, determining individual assignments and reviewing work product. Plans, schedules, and prioritizes staff assignments and progress. Evaluates and monitors performance, providing training as necessary. Recommends merit increases, progressive discipline and other personnel actions in a timely manner. Develops and implements procedures and policies for work unit. Analyzes current staffing needs and projects future requirements.
Prepares and administers section budget, recommending adjustments as necessary. Participates in the forecast of funds needed for staffing, equipment, materials and supplies. Monitors and approves expenditures and implements adjustments.
Serves as a member of the City's labor negotiations team by providing confidential financial information, costing and analysis of parties' economic proposals; may also serve as a member of the bargaining team, as circumstances merit.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS
A combination of education, training, and experience equivalent to a Bachelor's degree in accounting, economics, finance, business or public administration, or a closely related field, and five years of increasingly responsible financial analysis experience, including economic forecasting, revenue analysis, and database management. Two years of experience in the direct supervision of professional financial staff is required. Experience in a California local government agency is preferred. A Master's degree in business or public administration is desirable.
