The Principal Planner performs the full array of duties which includes managing, coordinating and directing the City's major planning efforts, from current planning to range projects, including leading the design review functions, and supervising and participating in advanced, highly-complex planning activates for the Planning Division; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; occasionally assists in the training of lower level planning positions; performs related duties as required.

DISTINGUISHING CHARACTERISTICS:
The Principal Planner is responsible for providing early direction and feedback on Planning Division proposals, design review assistance to other departments and coordination to individual department's abilities to achieve good designs.  This classification is distinguished from the next higher classification of Planning Manager by the performance of the design review functions.

SUPERVISION RECEIVED/EXERCISED:
Direction is provided by the Planning Manager.  Exercises technical and functional supervision over lower level planning staff.
Essential Functions
Include but are not limited to the following:
Plans, coordinates, prioritizes, monitors and participates in the work of staff responsible for permit processing, plan checking of approved projects and conducting field inspections.
Assigns work to staff; monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable rules, policies and procedures.
Performs the more difficult and complex design review duties of the work unit
Participates in the development of policies and procedures; recommends programs, projects and work assignments to higher level planning personnel.
Develops schedules and methods for performing assigned duties; maintains appropriate work records and documents which may include time sheets and work orders; prepares statistical and/or analytical reports on operations as necessary
Participates in the supervising, training and evaluating of planning personnel; assumes responsibility for motivating and evaluating assigned personnel; initiates disciplinary procedures as appropriate.
Submits recommendations to the Planning Division budget; monitors budget expenditures.
Participates, as assigned, to various boards, commissions, and committees, and may prepare related agendas, reports and minutes.
May participate in organizational and community group meetings; responds to questions and inquiries.
Performs the full array of duties assigned to the Principal Planner which may include serving as the staff representative to the Development Advisory Committee.
Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties.
Confers with and advise architects, builders, attorneys, contractors, engineers and the general public regarding City development policies and standards.
Prepares and reviews initial California Environmental Quality Act (CEQA) studies.
Personally manages complex, highly visible, sensitive and/or controversial projects;; analyzes planning issues and determines project priorities/schedules; manages project resources to completion.
Reviews developmental proposals and work with developers to reach an agreement on acceptable site plans and architectural design; review building plans, parcel maps, and subdivision proposals for conformance with appropriate regulations for action by the Manager or Planning Commission.
Serves as Project Manager for zoning ordinance update; General Plan update and implementation; Housing Element, and other long range plans and studies;
Responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
Keeps informed of current trends in the planning field, including legislation, court rulings, and professional practices and techniques; evaluates their impact on City operations and recommends any needed policy and procedural improvements.
Minimum Qualifications
The following are minimum qualifications necessary for entry into the classification:
Education and/or Experience:
Possess the equivalent of five (5) years of directly related experience as an Associate Planner, and a 
Bachelor's degree in urban or regional planning, economics, architecture, landscape architecture or a related field.
License, Certification, and Other Requirements:
Possession of, or ability to obtain, a valid class C California driver's license.
