SUMMARY DESCRIPTION
Under general direction, to assist with planning, organizing, directing, and managing the City's planning functions and activities; be responsible for oversight and administration of assigned functions and programs in the Planning Division; perform the most complex professional City Planning functions and assignments; develop planning studies, environmental reviews, community design, and general plan preparation; explain Planning and Zoning ordinances, regulations, and policies to the public; and perform related work as required.

DISTINGUISHING CHARACTERISTICS
This is a special classification in the professional planning series. The incumbent provides general assistance with management of City Planning functions, has oversight responsibility for assigned planning functions and programs, and performs the most complex professional planning work.

REPORTS TO
Planning Manager or designee.

CLASSIFICATIONS SUPERVISED
May provide supervision, direction, and work evaluations for Senior Planner, Associate Planner, Planner, Assistant Planner, Development Services Technicians, Planning Technicians, Administrative Assistants, and Office Assistants.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Assist with planning, organizing, directing, and managing City Planning functions and activities.
Assist with the development and implementation of the Planning Division goals, objectives, and priorities; assist with the formulation of Department procedures and policies.
Assist and participate in the development and coordination of current and advanced planning functions.
Assist with the preparation and administration of the Department budget, including providing input into budget and grant revenue projections and expenditures.
Serve on assigned boards, commissions, or committees as needed; develop, prepare, and present a variety of complex reports and recommendations for assigned boards, commissions, and committees; and provide a variety staff support for assigned boards, commissions, or committees, including setting agendas, writing and presenting reports and minutes.
Direct and participate in the most complex planning studies.  
Interpret applicable laws, rules, codes, standards, and regulations.  
Assist the Planning Manager with the development, adoption, and revision of codes and ordinances.  
Coordinate assigned functions with other City Departments and outside agencies; meet with developers, engineers, architects, property owners, public agencies, and the general public regarding current and potential development projects in the City.   
Assist with the selection, supervision, work coordination, and training of Divison staff.  
Represent the Planning Department with the public, community organizations, and other government agencies.  
Prepare and present a variety administrative and staff reports, long-range planning documents, environmental documents, codes, and ordinances including writing, editing, preparing graphics, presenting photos, and presenting the report/plans.
Process the most complex development permits, such as general plan amendments and annexations.
Manage consultant contracts for planning projects, including managing the consultant budget, authorizing payments, reviewing consultant work, and coordinating with other departments on the projects.
Provide oversight of assigned committees, including scheduling and chairing the meetings, and preparing and reviewing agendas, reports, and minutes in the absence of the Planning Manager. 
Manage assigned committees pertaining to various planning projects.
Serves as Planning Manager in Planning Manager’s absence.
Perform related duties as required.

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of a community planning and development program.
Modern theory, principles, practices, and techniques of current and advanced planning including land use, environmental policy analysis, municipal service delivery, physical design, demographics, and economic and social concepts as applied to municipal planning and a variety of planning problems.
Procedures and requirements of development review.
Basic principles and practices of program development and administration.
Pertinent Federal, State, and local laws, codes, and regulations including laws underlying general plans, zoning and land divisions, and applicable environmental laws and regulations.
Recent developments, current literature, research methods, and sources of information related to municipal planning, urban growth, and development.
Methods and techniques of effective technical report preparation and presentation.
Local government organization and the functions and practices of a municipal planning unit and relationships among various local and governmental entities.
Purposes and procedures of public planning agencies, boards, and governing bodies.
Methods and techniques of research and statistical analysis, graphic illustration, and presentation applicable to the preparation of municipal planning studies.
Environmental impacts of changes in land use.
Software used in professional planning work.
Basic principles and practices of municipal budget preparation, administration, and control.
Principles of project planning, development, coordination, and direction.
Principles of public administration, management, staff supervision, employee training, and work evaluation.
Methods and techniques of design and site planning.
Methods and techniques of eliciting community participation in planning and development issues.
Citizen involvement processes, team building processes, and other processes that insure the inclusion of a diversity of people, neighborhoods, staff, and Commissioners/Council.
Office procedures, methods, and equipment including computers and applicable software applications     such as word processing, spreadsheets, and databases.

Ability to:
Participate in the management of a comprehensive planning functional or program area such as current and/or advanced planning activities and projects.

Research, analyze, and evaluate new service delivery methods and techniques.
Assist with planning, organizing, managing, and coordinating the City planning functions.
Maintain on-going responsibility for assigned programs and functions.
Provide supervision, training, and work evaluation for assigned staff.
Develop and administer the Department budget.
Review and prepare ordinances, resolutions, and other legal documents.
Perform a full range of complex and difficult professional analytical, programmatic and administrative duties involving the use of independent judgment and personal initiative.
Organize and prioritize timelines and project schedules in an effective and timely manner.
Analyze complex problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Review and proofread the work of others and provide productive suggestions for improvement of said work.
Understand the organization and operation of the City, assigned program, and of outside agencies as necessary to assume assigned responsibilities.
Apply policies, procedures and standards pertaining to the municipal planning process.
Analyze projects and potential projects for consistency with planning regulations, general planning principles, and architectural quality.
Present technical data in verbal, written, graphic, and map form to City management staff and variety of boards and commissions.
Exercise sound independent judgment within established guidelines.
Establish and maintain various data collection, record keeping, tracking, filing, and reporting systems.
Perform the most complex professional planning studies, environmental reviews, and zoning enforcement.
Read, interpret, analyze, apply, implement, and explain pertinent Federal, State, and local laws, codes, ordinances, regulations, departmental policies, general plan elements, environmental impact statements, maps, and other documents related to community planning and land use.
Collect, compile, and analyze technical, statistical, and other information.
Perform special assignments for a variety of City Boards and Commissions.
Direct the preparation and prepare a variety of planning and zoning reports.
Deal with difficult and complex issues and resolve conflicts.
Make effective oral and written presentations.
Effectively represent the Planning Division in responding to inquiries, providing assistance, and dealing with public and community organization concerns about planning, land use, and zoning.
Use appropriate software in the performance of professional planning work.
Operate office equipment including computers and supporting word processing, spreadsheet, and
database applications.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
A Bachelor's degree from an accredited college or university with major course work in urban or regional planning, public administration, or a related field.

Experience:
Five years of experience in local/regional planning including two years of experience at the supervisory level or above.

License or Certificate:
Possession of an appropriate California Driver License.
