Definition
Under general direction, manage, supervise and coordinate the activities of the Planning Division including both current and advanced planning activities; coordinate planning activities with other City divisions and departments; provide highly complex staff assistance to the higher level management, the City Planning Commission, and the City Council; perform related duties as required.
SUPERVISION RECEIVED AND EXERCISED:
Supervision is provided by Director of Community Development or Deputy Director.

Manage, supervise and coordinate goals and objectives as well as policies and procedures necessary to provide assigned Planning Division services; develop new or modified systems, policies and procedures; supervise and participate in the administration of the general plan; prepare and supervise the preparation of general plan amendments and new elements; prepare City zoning amendments; supervise and participate in the review and approval development proposals; enforce City zoning and environmental codes; review applications and prepare conditions of approval; perform field inspections as necessary; select, train, motivate and evaluate staff; prepare and present employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee to correct deficiencies; implement discipline procedures; recommend employee terminations; approve time cards and expense reports; meet with members of the public including local developers, members to the business community and citizen groups to explain City policies, procedure, goals and objectives; resolve difficult community development related problems and questions; provide technical assistance to the City Council, the Planning Commission and higher level members of city management in matters related to a wide variety of community development activities and programs; research complex community development problems and prepare a variety of comprehensive reports; manage, supervise and participate in the preparation, development and evaluation of highly technical studies, report and analyze related to City planning activities; analyze and evaluate study results; develop and administer the Division's budget; direct the forecast of additional funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures.
Qualification Guidelines
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position. A typical combination is:
Education and/or Experience:
Any combination of experience or education that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be four years of increasingly responsible experience in Urban Planning and equivalent to a Bachelor's degree in Urban Planning, Public Administration or a related field.
Knowledge of:
Comprehensive knowledge of modern and highly complex principles and practices of urban planning; principles of personnel administration, supervision and training; research methods and sources of information related to urban planning and development; legislation related to urban planning including the administration of a general plan and development review.
Ability to:
Supervise, train and evaluate professional, technical and clerical staff; interpret applicable laws, rules and regulations; prepare and analyze planning related reports, statements and correspondence; develop and administer a Division budget; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
Licenses and Certificates
Possession of a valid California driver's license is required.
SELECTION PROCESS:
Applicants must complete an application online prior to the final filing date. Applications will be screened for qualifications, appropriate background, and only the most qualified will be invited to participate in the examination process. Successful candidates must achieve a minimum passing score in each of the test components. Applicants will be notified by e-mail as to the test date, time, and location. The examination process will include:
Oral Interview weighted at 100%
Candidates will be required to pass a City administered pre-employment physical and may be required to pass a thorough background investigation and polygraph examination as part of the selection process. Candidates who do not pass will be disqualified and removed from the eligibility list.
