The City of Laguna Beach, California is seeking an experienced Procurement Officer to join their Finance Department! This position offers a unique opportunity to oversee decentralized procurement across the Organization, driving process improvement and acting as a partner and consultant to City departments to ensure efficient and compliant purchasing and contracting. This leader will be instrumental in implementing a new financial system contracts module, setting up policies for P-Card expenditures, and liaising with departments to review and improve purchase requisitions and contract templates. They will also develop a formal procurement training program and deliver regular training to all departments, assuring that both new and existing staff are well-versed in the City's policies and best practices. The ideal candidate will have strong knowledge of the California Public Contract Code and be a subject matter expert in public purchasing procedures, accounting practices related to procurement, and local, state, and federal purchasing laws. They will be an influential and collaborative leader who is solution-oriented and customer-centric in their approach.
