To oversee the daily operations of the Federal Programs Division which includes the administration of the City of Sacramento and County of Sacramento’s Federal entitlement funding programs including Community Development Block Grant, Emergency Solutions Grant (ESG), Housing Opportunities for Persons With Aids (HOPWA) and Home Investment Partnership Program (HOME).  Primary responsibilities include coordination and management of the funding program, developing policies and procedures, evaluation of proposals and funding requests, soliciting community input on program oversight.   

Some of the job duties for this position are as follows:

Federal Program Administration 
Establish goals and mission for unit
Present program ideas and coordinate with management, staff and lenders/borrowers
Analyze and evaluate program compliance issues
Research funding source requirements and seek alternative funding
Present program/project ideas and coordinate with management, staff, public and neighborhood groups
Secure governing board approval for program/project
Oversee the development and implementation of the following for the City and County of Sacramento documents:  Analysis of Impediments to Fair Housing/Affirmatively Furthering Fair Housing, Consolidated Plan, Action Plan, CAPER, Citizen Participation Plan
Implementation
Review and approve documents and applications
Assume responsibility for project delivery
Assure compliance with federal funding programs including Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Person with AIDS (HOPWA)

Operations
Oversee administration of CDBG, HOME, ESG, HOPWA, state and local funding 
Monitor unit's workflow and production for efficiency and quality control
Develop and implement new or streamlined processes
Prepare and submit reports for HUD, management and regulatory agencies

Job Requirements

Education: 
Bachelor's Degree with a major in urban planning, finance, economics, or a closely related field  
Experience:
4 years experience in administering grant or community development programs, working with non-profit social service providers, municipal departments (e.g., parks and public works), coordinating citizen participation processes, ability to work effectively with a variety of individuals, groups and organizations, ability to communicate effectively both verbally and in writing, administer complex programs in a clear and consistent manner, and community development, federal entitlement administration, affordable housing development, finance, or specialized aspects of redevelopment, 
2 years at a supervisory level, in a community development agency, housing development corporation, redevelopment agency, housing authority, or similar agency 
Professional experience in administration of federal entitlement programs such as CDBG, ESG, etc. preferred.
Experience in housing development/community developed is preferred.
