The City of Stockton is seeking to fill a Program Manager III position in the Municipal Utilities Department's (MUD) Water Division. Candidate will assist with oversight and management of Water Resource Division planning, conservation, operations and distribution systems. The selected candidate will work under the direction of the Deputy MUD Director/Water to support water utility activities including the Preparation of City Council and committee agenda items, project and program coordination with the engineering division, finance, and maintenance staff, other agencies, and support workforce development and training. Efforts will also be focused on division planning to update water distribution system infrastructure, maintenance, and other improvements. The work will be performed with a high degree of autonomy and decision making. The Program Manager III can act as a business manager responsible for purchasing, budget, and contract management. The incumbent may also supervise division support staff as assigned.
The ideal candidate will be an innovative, organized, solution-oriented professional with strong analytical and project management skills. The candidate should have a technical background, or demonstrate the ability to comprehend technical reports, proposals, and plans; and possess the interpersonal and outreach skills necessary to build relationships and communicate with all types of audiences. It is preferred the candidate have experience working water resources planning, operations and/or distribution, but is not required if the candidate demonstrates strong business management skills and the ability to expand their capabilities.
The Program Manager III will work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Mondays through Thursdays; 8:00 a.m. to 5:00 p.m. Fridays, with alternating Fridays off. May be required to work additional hours and/or weekends to provide critical support to key initiatives.
EDUCATION/EXPERIENCE:
Possession of a bachelor's degree from an accredited four-year college or university with major course work in business or public administration or a closely related field, or the field of the program to which assigned, and four (4) years of experience managing or supervising highly visible programs or projects with major departmental or citywide impact.
OTHER REQUIREMENTS:
Specified positions may require possession of a valid California Class C driver's license.
