applications for the Public Works Manager Construction Inspection position. This full time position

and more! The City of San Marcos is currently advertising a Public Works Manager Construction
Inspection and a Public Works Construction Manager position to fill one vacancy. The vacancy will be
filled at one of these levels based on the top qualified candidates experience and qualifications.

These are exciting times for the City -- we're embarking on our largest capitalimprovement project: the San Marcos Creek District bridges, a $100M federally-funded upgrade to improve mobility in one of our neighborhoods. The team you'll be leading: The Construction Management Division conducts inspections to ensure compliance with approved plans, and local and state building code regulations. You will be leading a small team of construction inspectors while overseeing the overall construction planning, coordination, and control of a project from beginning to completion while being the key contact between the city and project contractors. This is a fantastic opportunity for an experienced Construction Manager to make an impactful and meaningful difference in our growing city.
Under general direction, plans, organizes, oversees, coordinates, manages, and reviews the programs
and activities of the assigned division in the Public Works Department; administers current and longterm
planning activities; manages the effective use of the assigned division's resources to improve
organizational productivity and customer service; provides professional and technical support to the
Director of Public Works/City Engineer in areas of expertise. Incumbents in this class are assigned various functional areas: Administration Division, Streets Division, Parks Division or Inspection Division. This level acts as a division manager for the assigned area, and supervises other management-level supervisors and lower level staff in directing the work activities of the programs. The Public Works Manager reports to the Director of Public Works or designate. Application Period Closes: 5:30pm, February 6, 2019.

REPRESENTATIVE DUTIES:
The following duties are typical for this classification. Incumbents may not perform all of the listed
duties and/or may be required to perform additional or different duties from those set forth below to
address business needs and changing business practices. Develops and implements goals, objectives, policies, and priorities for assigned division. Plans, organizes, and directs, through subordinate supervisory and/or lead personnel, assigned divisional programs. Develops and administers division budgets and contracts for assigned area of responsibility; tracks and monitors budget expenditures; evaluates and recommends staffing needs, equipment, materials, and supplies. Attends and participates in professional group meetings; stays abreast of new developments within assigned area of responsibility; maintains awareness of federal, state, and local regulations. Plans, coordinates, and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; assists in contract negotiations and administration; monitors compliance with applicable contractual agreements. Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees on performance issues in coordination with Human Resources; implements discipline in consultation with Human Resources; responds to staff questions and concerns.
Supervises the enforcement of City ordinances and interprets department policies and procedures.
Coordinates and collaborates with other City departments, divisions, and outside agencies; serves
as a liaison with public and private organizations, community groups, and other social organizations; provides information and serves as a resource. Works with line crews, supervisors, and division managers to analyze work flow, operational practices, etc., to configure operating software (GBA) and develop new work flows using technology applications. Analyzes and prepares reports as assigned; presents to Council or to other staff, the public, or outside agencies as necessary during the course of work. Receives, investigates, and resolves complaints. Directs and oversees the adherence of safe work practices for all personnel. Directs the maintenance of time, material, and equipment. Performs other related duties as required.
QUALIFICATIONS (May vary, depending on the assignment)

facilities; practical elements of division and functional assignment; Ability to: Plan, organize, and implement a comprehensive Public Works program for assigned division and functional areas; understand the organization and operation of assigned division and outside agencies as necessary to assume assigned responsibilities; interpret and apply pertinent federal, state, and local laws, codes, and regulations, as well as City policies and procedures; conduct studies and prepare comprehensive reports; determine cost-effective ways for efficient and effective operation of division responsibilities; prepare, research, negotiate, and monitor contracts and agreements; communicate clearly and concisely, both orally and in writing; prepare clear and concise reports; maintain accurate and complete records on programs and operations; assist with budget preparation and administration; independently prepare correspondence and memoranda; operate office equipment including computers and supporting applications; adapt to changing technologies and learn functionality of new equipment and systems; supervise, train, organize, and review the work of lower level staff as assigned; organize and prioritize work flow; demonstrate an awareness and appreciation of the cultural diversity of the community; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
EDUCATION AND EXPERIENCE:
A bachelor's degree from an accredited college or university with major course work in public
administration, business administration, construction, engineering, or a related field. Experience -
Five years of progressively responsible experience in a public works functional area, such as public
works administration, streets, parks, construction inspection, or related field, including supervisory
experience. License - Possession of an appropriate, valid driver's license with satisfactory driving record.
