SALARY RANGE $7812 TO $9970 MONTH.

DEFINITION:

Under general direction from the Public Works Director/City Engineer manages the staff and activities of the City of Grover Beach Public Works field operations and maintenance divisions; manages conditions of the water distribution and treatment systems, wastewater collection system, parks, street trees, landscape areas, open spaces, streets, street sweeping, storm drain system, buildings and related assets and infrastructure; and manages day to day operations and maintenance budget and assists in preparation of annual budget and Capital Improvement Program.  Provides highly responsible and complex support to upper management.  May be directly responsible for training in areas of expertise.

DISTINGUISHING CHARACTERISTICS:

The Public Works Superintendent is a management/supervisory class that works with significant independent authority to perform work that is difficult and complex. Incumbents are responsible for assisting with the development, recommendation, and implementation of department goals, objectives, policies, and procedures, and works extensively with Public Works staff, other City employees, various public/private organizations, and the general public. This classification is distinguished from the next lower-level classification of Public Works Supervisor in that the Superintendent has overall management responsibility within the Maintenance Division reports directly to the Department Director.

SUPERVISION RECEIVED/EXERCISED:

Receives general direction from the Public Works Director/City Engineer or designees.  Exercises direct supervision over assigned staff including but not limited to the Public Works Supervisor, Fleet Maintenance Coordinator, Chief Water Operator and occasionally Maintenance Worker III positions.

Plans, manages, reviews, and evaluates the operations and maintenance, repair, development, and renovation of water distribution and treatment systems, wastewater collection systems, parks, street trees, landscape areas, open spaces, streets, street sweeping, storm drain system, buildings and related assets and infrastructure; ensures that public facilities are clean, safe, secure, aesthetically pleasing, and in compliance with state and federal regulations and City standards.
Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned areas.
Exercises independent judgment within broad policy guidelines.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels. This includes but is not limited to management and evaluation of contract street sweeping, contract landscape, contract arborist, contract custodial and other services performed by independent contractors and or service providers.
Ensures the effective allocation and utilization of budgeted funds; ensures that project and program goals are met, appropriate services are provided, and operational issues are properly addressed and resolved.
Participates in the development and administration of the annual budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; make adjustments.
Manages and schedules staff, and assigns tasks, projects, and priorities; ensures that assignments are defined and achieved; evaluates staff performance; ensures that quality and safety standards are met; develops staff skills and comprehensive training plans; assists in the development of standard operating procedure, meets regularly with staff to discuss and resolve priorities, workload, resource allocation, equipment, customer service, budgets, and technical issues.
Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned areas, policies, and procedures.
Prepares written reports and makes presentations to the department, other city departments and groups.
Assists in the preparation of Council staff reports and presentations.
Evaluates water and wastewater operations, compiles operational data, generates activity reports, and develops recommendations for energy savings, safety improvements, and environmentally responsible and resource-efficient asset management techniques.
Oversees pesticide, chemical, and fertilizer applications; manages technical files, tracks hazardous chemicals, and generates reports to Environmental Protection Agencies.
Manages maintenance and repair of Police, Community Development, Parks and Recreation, City Hall and Public Works fleet vehicles and equipment including oversight of regulatory compliance.
Enforces safety rules and regulations and ensures proper safety precautions in all work performed; manages safety hazards, equipment problems, security issues, and emergency situations.
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the public works field.
Supports the relationship between the City of Grover Beach and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
Serves in various emergency response roles as required.
Review plans and specifications for various projects.
Perform related duties as assigned.

MINIMUM QUALIFICATIONS:

Any combination of Experience & Education that results in the successful applicant obtaining the requisite knowledge, skills, and ability to perform the required job duties. Typical examples include:

Five years of progressively responsible supervisory or management experience in the maintenance and operation of a variety of public facilities and/or projects; plus, an associate degree from an accredited college or university with major in engineering, geology, construction management, business administration, public administration, water operations, wastewater operations or related fields.
Three (3) years of progressively responsible supervisory or management experience in the maintenance and operation of a variety of public facilities and/or projects plus a bachelor’s degree from an accredited college or university with major in engineering, geology, construction management, business administration, public administration, Environmental Engineering, or related fields.
LICENSE AND CERTIFICATION REQUIREMENTS:

A valid California State Driver's License is required. Qualified Applicator Certificate from the California Department of Pesticide Regulation is required; additional technical training and certifications especially related to water distribution and treatment, sewer collection and vehicle maintenance are desirable and may be required.


PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires near and far vision in reading written reports and work-related documents.  Hearing sufficient to provide telephone and personal service is required.  The incumbent may be required to work outdoors in all weather conditions, including wet, hot, and cold, and lift equipment and materials weighing more than 25 pounds, and occasionally required to work in heavy traffic conditions.  Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

OTHER REQUIREMENTS:

Evening, weekend, and holiday work may be required.
