The Senior Accountant position is a newly revised position providing complex professional accounting assistance. This is a chance to be in on the ground floor as new systems are implemented including Financial Software, Utility Billing, and Payroll. Key assignments will include oversight of billing and accounts receivable; bank reconciliations, developer contributions, and general accounting. May be assigned to assist with the Payroll and Budget. As a full service City the Finance Department has regular contact with customers regarding billing payments and processing. Candidates must take pride in quality customer service and enjoy a team dedicated to the delivery of public services.
Under general supervision, assigns, directs and reviews the work of professional and support staff; performs professional auditing and accounting work relative to City accounting procedures and records; performs related work as assigned.
DISTINGUISHING CHARACTERISTICS:
This is the working lead and/or advanced specialist level in the professional accountant series. Incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work.
REPRESENTATIVE DUTIES / QUALIFICATIONS:
The representative duties listed include essential and marginal functions that vary by position. Individuals with disabilities will be considered for placement into positions in this class based upon an assessment of the essential functions of the particular position.
Provides lead direction, training and work review to assigned professional and related support staff on a project or ongoing basis.
Coordinates the preparation, posting, balancing and reconciliation of the General Ledger and subsidiary ledgers.
Reviews A/R, A/P, P/R, C/R, U/B, postings, processes, internal controls, and periodic reporting for accuracy.
Audits departmental records to ensure compliance with City policy and best practices, and/or performs special audits as requested.
Coordinates and calculates month-end and year-end closings.
Prepares and maintains complex accounting clerical records such as accounts payable, accounts receivable, general accounting and payroll.
Controls accounts and funds for various City departments and projects including revolving and enterprise funds, revenue, investments and special funds; determines if funds are available and expenditures properly classified; researches and analyzes transactions to resolve budget problems; provides analysis of available funds at management request.
Prepares work papers, financial statements and various reports for Federal, State and other outside agencies as well as for internal accounting.
Analyzes and prepares reports of fund balances projections and reviews with operating departments.
Audits and processes payments for various contracts and miscellaneous expenses.
Monitors and reports on the status of State and Federal grants; reviews and audits grant contracts amendments and other documents to insure grant compliance.
Monitors and maintains records of City's fixed assets, and calculates PERS and OPEB liabilities.
Participates in the administration of the City investment program; prepares investment activity summary.
Recommends or implements changes in accounting systems and procedures.
Assists departmental personnel with budget activity, proper expenditure coding, document preparation and other accounting related activities.
Reviews and recommends modifications to accounting system procedures.
Other duties as assigned.
QUALIFICATIONS:
Knowledge of:
Basic supervisory principles and practices.
Principles, practices and terminology of general, fund and governmental accounting and budgeting.
Principles and practices of business data processing, particularly related to the processing of accounting information and interpretation of input/output documents.
Laws and regulations regulating public fiscal operations.
Budgeting principles and terminology.
Standard office procedures and practices.
And
Ability to:
Planning, directing and reviewing the work of assigned professional and support staff.
Training others in work procedures.
Verifying the accuracy of financial data and information.
Ensuring proper authorization and documentation for disbursements.
Analyzing, posting, balancing and reconciling complex financial data and accounts.
Making accurate mathematical and statistical calculations.
Reviewing and interpreting complex financial reports, transactions and legal documents.
Exercising sound independent judgment within established guidelines.
Preparing and directing the preparation of clear, concise and complete financial reports and statements, audit reports and audit work papers.
Establishing and maintaining effective working relations with those contacted in the course of the work.
EXPERIENCE AND EDUCATION:
Experience:
A minimum of one year of journey level accounting experience at a level equivalent to the City’s Accountant II.
Education:
Equivalent to graduation from a four-year college or university with major coursework in accounting, finance, business or a closely related field.
LICENSE OR CERTIFICATE:
Must possess a valid California Driver’s License by time of appointment.
SPECIAL REQUIREMENTS
Ability to attend special City events including weekends, evenings and holidays, as required.
Ability to attend night meetings and work extended hours, as needed and/or required.
WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.
Work is performed in a typical temperature-controlled office environment subject to typical office noise.
