The Position                                                                   

The City of Cupertino is currently recruiting for a Senior Accountant.  The Senior Accountant performs professional accounting work requiring an advanced knowledge of governmental accounting systems, practices and principles; records and reports financial transactions, reviews accounting records, and prepares financial reports and analyses; plans, coordinates and supervises major accounting functional areas, such as accounts payable, accounts receivables, and business licensing; prepares financial statements; and completes complex assignments related to general ledger, year-end close and audit, and budget maintenance as required. The Senior Accountant receives direction from the Finance Manager and may exercise direct supervision over Accountant, Accounting Technician, and Account Clerks.

Examples of Duties - Duties may include, but are not limited to, the following:

Establish and maintain a variety of ledgers and other financial documents;
Supervise and evaluate the work of subordinate professional, technical, and clerical personnel;
Assist with budget preparation;
Prepare and submit reports, claims, and other financial information for internal and other governmental agency use, including preparation of the annual financial statement, State Controller Reports, and claim statements for State mandated costs;
Perform comprehensive financial studies and analyses, as directed;
Formulate expenditures, revenue, and other financial projections;
Issue correcting and adjusting journal vouchers; audit journal vouchers issued by staff;
Interpret and implement policies and regulations relating to financial record keeping systems;
Provide technical accounting and financial support to other sections of the Finance Department;
Initiate payments to paying agents for City bonds;
Serve as the primary liaison with external auditors.

Qualifications

Knowledge of:

Generally accepted accounting principles, practices and procedures;
Governmental and cost accounting advanced concepts, such as GASB and industry best practices;
Principles of training and supervision;
Application of data processing to accounting and financial management;
Budget preparation and administration.

Ability to:

Plan, assign, supervise and coordinate the work of accounting staff;
Establish and maintain cooperative working relationships with those contacted in the course of work;
Establish and maintain financial records, procedures and systems;
Prepare clear and comprehensive financial reports and statements;
Interpret and implement financial policies and regulations;
Analyze and evaluate financial data and fiscal operations, and recommend and implement improvements;
On a continuous basis, sit at a desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate though written means; and lift or carry weight of 10 pounds or less.

Education and Experience: Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required qualifications would be:  Four years of recent, progressively responsible experience in the field of professional Accounting. Equivalent to a Bachelor’s Degree from an accredited college or university in Accounting, Business Administration, or related field. Certified Public Accountant is highly desirable. Supervisory experience is desirable.

Licenses and Certifications: Possession of, or ability to obtain, a valid Class C California driver’s license.

New employees to Cupertino hired after 12/29/12 with prior CalPERS (or reciprocal agency) service– 2.0% @ 60, City pays .75% of employee contribution and employee pays remaining 6.25%.
New employees with no prior CalPERS service or a break in CalPERS service of 6 months or more -– 2.0% @ 62 employee required by law to pay 50% of the Normal Cost which currently equates to 6.25%.

1.Researching and advising management on GAAP and GASB releases and complex State and Federal laws and regulations pertaining to governmental accounting;

 

 

2. Processing accounts payable, accounts receivable, and payroll, or providing direct supervision of staff assigned to these areas;

 

 

3. Constructing complex journal entries;

 

 

4. Reviewing, approving, and auditing general ledger transactions;

 

 

5. Balancing and reconciling general ledger accounts, such as the cash account, sub ledgers, etc.;

 

 

6. Preparing regulatory reports (including a CAFR), financial statements, and financial analyses;

 

 

7. Supporting fiscal year end audits, preparing audit documentation, and auditing processes and procedures;

 

 

8. Use of spreadsheets and/or accounting databases to complete the above items.
