Under general direction of the Building Official, the position will perform inspections of job sites, provide

services at public counter, and conduct plan reviews of non-major developments; receive, route, and

track permit applications and plan submittals, coordinate the processing of permits and plans with other

development services staff; supervise, evaluate, train, and coordinate the work of Building Inspectors.

REPRESENTATIVE DUTIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. This position is assigned to the public counter to provide information to the public, receive permits and track plan submittals, plan check over-the-counter permits, plan check other nonmajor plans and issue permits using the city's automated permit system. Receives and distributes applications, annexation forms, and licenses for processing. Coordinates the processing of plans with the Planning and Engineering Divisions and provides comments to other departments relative to reviewing site plans and various planning applications. When directed, performs inspections of buildings and inspections of electrical, plumbing, mechanical, and landscaping installations. Inspects new construction for compliance with the City of San Marcos Municipal Code and other related codes and statutes. Supervises and trains Building Division staff relative to inspection procedures as directed.

Performs skilled computer operations using the automated permit system and other land management software used by the Development Services Department. Conducts investigations into complaints regarding violations of municipal codes and ordinances. Prepares comprehensive written and oral reports. Attends workshops and meetings regarding violations. Issues correction notices, stop-work orders and Notices of Violation, and issues citations, if PC832 qualified. Establishes and maintains safety programs for assigned staff; implements related action plans. Responds to work related injury and/or illness. Attends meetings with various department staff members, developers, and permit applicants as directed.

Attends training classes and professional development training as directed. Performs other related duties as assigned.

QUALIFICATIONS:

The following generally describes the knowledge and ability required to enter the job and/or be learned

within a short period of time in order to successfully perform the assigned duties. Knowledge of:

Federal, state, and local building, plumbing, electrical, mechanical requirements and related codes and

ordinances; methods, tools, and materials used in building construction; principles and techniques of

building inspection and plan checking; appropriate safety precautions and procedures; supervisory

practices and procedures. Ability to: Perform plan checks, complex building inspections and complaint investigations unsupervised; determine compliance with applicable laws, regulations, ordinances, and policies; understand and interpret building plans, specifications, and codes; communicate clearly and concisely, both orally and in writing; keep accurate records and prepare comprehensive verbal and written reports; use a computer; use good judgment in the scope of assigned authority; participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees on performance issues in coordination with Human Resources; implements discipline in consultation with Human Resources; responds to staff questions and concerns.

EDUCATION AND EXPERIENCE:

Education equivalent to graduation from an accredited four year college or university with a degree in

building technologies, construction management, architecture, engineering, or a related field (i.e.,

business, science technologies, etc.)Three (3) years of increasingly responsible experience in construction, inspection, and/or plan checking; or two (2) years of college level study in the areas listed above and five (5) years of increasingly responsible experience in construction, inspection, and/or plan checking; or education equivalent to graduation from a four year college or university with a degree in an area not listed above with ten (10) years increasingly responsible experience in construction, inspection, and/or plan checking. Experience with a public agency is highly desirable. License or Certificate - State Law AB 717 requires inspectors to possess, in good standing, one (1) inspection certification prior to employment. The certification may be any one of the following: an International Code Council (ICC) building, plumbing, electrical, or mechanical inspection certification; or an ICC plans examiner certification; or a Certified Building Official certificate; or a Class I or Class II Licensed Inspector issued for State hospitals, schools, or bridges; or a Special Inspector Certification from ICC. Possession of an appropriate, valid driver's license with satisfactory driving record. SENIOR BUILDING INSPECTOR Supplemental Questionnaire - REQUIRED

Education equivalent to graduation from a four year college or university with a degree in an area

NOT listed above with ten (10) years increasingly responsible experience in construction, inspection,

and/or plan checking.
