Description
The City of Thousand Oaks has an excellent opportunity in the Community Development Department for the position of Senior Community Development Technician.
We seek an individual who is passionate about delivering quality customer service, committed to serving our residents, and devoted to continuous improvement. The Community Development Technician will assist with submission and processing of land use permits, and provide information on City codes, policies, standards, processes, general plan, and zoning information. The Community Development Technician will use their understanding of the Thousand Oaks land use process to fully implement and effectively integrate the City’s land use management system.
The Community Development Technician must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and communicate professionally through in-person, phone, online, and e-mail interactions.

Primary responsibilities:
- Respond to inquiries in person at the public counter, on the phone, and in writing related to planning, building, development, and construction from homeowners, contractors, architects, engineers, etc.
- Receive and input new customer applications into the City’s land use management system
- Maintain, analyze, and create processes and reports of the City’s land use management system
- Assist customers with preparing, submitting, and correcting building permit application and construction documents
- Review planning entitlement and building applications, plans, and related materials required for permit issuance or plan check submittal
- Manage and maintain the land management system by developing, configuring, and updating processes and procedures
- Manage land management system changes and projects that improve customer online service, process streamlining efforts, and improve electronic online business operations

Ideal Candidate
- Three years of responsible paraprofessional experience; including one year of lead experience is preferred
- A minimum of a high school diploma or equivalent; a four-year college or university degree with a major in urban planning or a related field is preferred
- A valid Class C California driver’s license
- Experience with land use management systems; Tyler Energov highly desirable
- Excellent interpersonal and customer service skills to interface with the public and colleagues
- Excellent organizational skills and ability to multi-task
- Excellent problem-solving skills and strong acumen for systems
- Basic ability to read site plans
- Attentiveness to detail and accuracy
- Works well in a team environment
- Collaborate with others to improve processes and procedures while maintaining consistency
- Work with other divisions and outside agencies for overall process improvement
- Experience with Microsoft Windows and Office suites, particularly Word, Excel, queue systems, permit systems and electronic plan review systems
