THE POSITION
Under general supervision, leads fleet staff and performs complete mechanical repair, installation of equipment and servicing of automotive, emergency and construction vehicles and equipment maintained by the City.  Assists in the operation of the City’s Fleet facility; supervises and performs repair, overhaul and maintenance work on vehicles and equipment; leads the work of Equipment Mechanic I/II staff, provides technical advice and training to subordinate personnel; and supervises fleet maintenance activities in the absence of the Fleet Services Supervisor.
Incumbent may be required to work stand-by on rotational basis and report to work on a callback basis as needed within a designated time frame. Standby assignment is at the discretion of the Division Head.

DISTINGUISHING CHARACTERISTICS
The Senior Equipment Mechanic job class functions at the advanced journey level of performance. This job class performs the full range of duties and provides lead supervision to entry and journey level mechanics. This position is distinguished from the Fleet Services Supervisor position by the latter's overall responsibility for the supervision, administration, and operation of the Fleet Services section.

EXAMPLES OF DUTIES
Duties may include, but are not limited, to the following:
Inspects, diagnoses and repairs mechanical defects, includes complete overhauls of gasoline and diesel engines, clutches, standard and automatic transmissions, differentials, transfer cases, suspension systems, brake systems (hydraulic, air, electric and air), and complex electrical, fuel, hydraulic systems, telematics and electronic diagnostics.
Performs skilled welding, fabrication and basic machine shop work incidental to mechanical repairs.
Leads, trains and assists journey level mechanics and semi-skilled technicians.
Assists Fleet Services Supervisor in the day-to-day supervision of fleet activities; assists in evaluation of Fleet personnel, assigns work, prepares repair orders, maintains gasoline and diesel smog programs, maintains records and prepares reports using computer maintenance management system and standard office computer software; prepares requisitions for needed parts or materials. Performs quality assurance inspections and promotes shop safety.
Assists Fleet Services Supervisor with the acquisition and disposal of vehicles and equipment.  Coordinates commercial vendor repairs and warranty, and the onsite parts supplier.  Ensures fleet shop equipment and systems are operating and manages shop supplies and equipment inventory.
Performs related duties as required.

KNOWLEDGE & ABILITIES
Knowledge of: standard procedures, methods, tools, equipment and materials used in the repair and maintenance of automotive, heavy truck, construction equipment, and other mechanical equipment; occupational hazards and proper safety precautions in the workplace; operation and application of a variety of automatic tools and equipment; Federal, State and local agency regulations pertaining to vehicle and heavy equipment maintenance repair and all associated records and paperwork; basic leadership and training techniques.
Ability to: explain to and assist equipment mechanics and subordinate personnel with troubleshooting, testing and repair procedures; prepare efficient repair schedules; operate mechanical testing and repair devices; diagnose mechanical defects in automotive, emergency and construction equipment; read and interpret blueprints, specifications, manufacturer’s catalogs and fleet management data systems; keep current on changes to automotive, emergency and construction equipment;  read mechanical diagrams, follow and articulate written and oral instructions effectively; direct the work of subordinates and establish and maintain effective working relationships with other City employees and with vendors.

LICENSE/CERTIFICATES
License: Possession of a valid California Class C driver's license and an acceptable driving record are required. Within six months of employment, incumbent is required to obtain and, thereafter, maintain the following licenses:
1) California Class A license with the tanker endorsement.
2) According to the Department of Transportation (DOT), drug testing is required.
Certificates: Depending on assignment, a California Emission Tester Certification may be required.
Required within six months of employment:  Qualified Brake Inspector per 49 CFR Part 396.25; OSHA Forklift Operator certification; and, OSHA Compliance Fleet Tire Service certification.
Desirable:
1)     ASE (Automotive Service Excellence) certification
2)     CARB Diesel Emission Tester certification
3)     Fire Apparatus Emergency Vehicle Technician I and II certifications issued by the Emergency Vehicle Technician Certification Commission
4)     Law Enforcement Vehicle Installation Technician certification issued by the Emergency Vehicle Technician Certification Commission
5)     Basic Commercial Tire Service certification issued by the Tire Industry Association

MINIMUM QUALIFICATIONS
A combination of education, training and experience equivalent to high school graduation and five years as a journey mechanic, including heavy equipment as well as automotive repairs.
