The City of Oxnard's Community Development Department is seeking an enthusiastic and team-oriented Senior Planner.

This recruitment is open until filled. The first review date will be on Tuesday, February 15 at 5:00pm.

Under direction, leads, oversees, reviews and performs work activities and duties as assigned; assumes responsibility for highly specialized, difficult and complex tasks and projects; assignments are principally focused in long range or advanced planning which requires considerable professional knowledge and the use of independent judgment; leads by example by providing exceptional customer service; makes presentations to committees, City Council, commissions and other public meetings; occasionally assists in the training of lower level staff; represents the City before other agencies; including county functions; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS:
The Senior Planner is the senior level class responsible for working on programs, policies, visionary documents and directives to help guide the City through current and future conditions and scenarios. This classification is distinguished from the next lower classification of Associate Planner by the performance of the most complex and highly specialized projects. This position provides a unique and exciting opportunity for the selected candidate to help shape the future of the City through creation of programs, policies, and approaches which will impact all aspects of city operations and functions
 
Applicants must exhibit knowledge of the principles, methods, and practices of planning, land use, transportation, housing and development patterns. Specific focus should include a robust understanding of comprehensive planning/General Plans/Specific Plans and plan updates; planning policies and trends; coastal planning and sea level rise; and climate and sustainability policies and programming. The Senior Planner will also assist in guiding the City’s cannabis program.
 
The position will include management of professional consultants, and may include training, mentoring, and supervision of lower level staff members.

SUPERVISION RECEIVED/EXERCISED:
Direction is provided by the Planning & Sustainability Manager.  The selected candidate may occasionally exercise technical and functional supervision over lower level staff.

IDEAL CANDIDATE:
The ideal candidate will possess a strong understanding of General Plan update practices and trends; have extensive experience working with the California Coastal Act, including sea level rise, resilience and adaptation trends, regulations, and approaches, as well as a strong understanding of the California Environmental Quality Act (CEQA); and sustainability programming. The ideal candidate will also be familiar with the Housing Element and housing trends and state mandates. The desired candidate should have excellent communication skills, be able to work with people of varied backgrounds and perspectives, be a team player, and have the ability to prepare clear and concise oral and written reports. The desired candidate should be a dynamic thinker, be organized and able to work on several large projects simultaneously. Proficient in speaking and writing Spanish is also a highly desired skill. The candidate should be proficient in Microsoft Office, Excel, Google Suite, Geographic Information System (GIS), and statistical programs.

WORK SCHEDULE:
The normal workweek is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am-5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs.
Essential Functions
Include, but are not limited to the following:

Assists in creating the vision for an update to the City’s General Plan (update pending to Oxnard 2045), Municipal Code, and Local Coastal Plan (LCP), including Local Implementing Program (LIP).  Assists in creating the City’s first Climate Action and Adaptation Plan (CAAP), and establishing Citywide and municipal sustainability policies and programs. Monitors project compliance with laws; and identifies potential environmental impact issues. Familiar with Housing Elements and state laws pertaining to production of housing units. Responsibilities include managing land use code updates, understanding land use and zoning regulations, application of sound planning principals, employing state-of-the-art techniques, environmental and sustainability trends, and best practices with focus on creating a vision for the community. Candidate may also assist in managing the City’s cannabis program, and assist in applying for grants.

Confers with personnel from other city departments and agencies in facilitating various projects. Prepares staff reports; participates in making presentations to various boards, committees, City Council, commissions and neighborhood groups, and may prepare related agendas, reports and minutes. May supervise in the preparation of Planning Commission packets and agendas for long range planning items.

Oversees the preparation of Initial Studies, Mitigated and Negative Declarations, and Environmental Impact Reports for long range projects ensuring compliance with state laws and all relevant policies, procedures, and directives.

Work involves extensive contact with government officials, public and private agencies, citizens, citizen groups, City departments, and attorneys. May participate in the training and mentoring of long range departmental personnel as well as manages consultants and consultant contracts.
Minimum Qualifications
(The following are minimum qualifications necessary for entry into the classification)

Education and/or Experience:

A Bachelor's degree in urban or regional planning, economics, sustainability, architecture, or a related field
Equivalent to five (5) years of directly related experience as an Assistant Planner or Associate Planner. 
License/Certificate:
Possession of, or ability to obtain, a valid class C California driver's license.

Though not required to meet the minimum qualification, it is desirable for the selected candidate to be certified by the American Planning Association, as an American Institute of Certified Planner (AICP) and/or have secured a sustainability certificate or advanced training.
