Definition of Position
Under supervision (Streets Maintenance Worker I) of assigned supervisory or management staff, performs a variety of skilled and semi-skilled tasks in the construction, maintenance, and servicing of City streets, traffic signs, sidewalks, curbs and gutter, storm drains, and related structures and equipment; operates and maintains a variety of hand and power tools and equipment; may assist in the training of less experienced personnel; assists other divisions and departments as directed; and performs related work as required.
Distinguishing Characteristics
Streets Maintenance Worker I – This is the entry level class in the Streets Maintenance Worker series performing routine and less complex street maintenance duties while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Street Maintenance Worker II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Advancement to the “II” level is based on demonstrated proficiency in performing the full range of assigned duties, possession of required certifications, and is at the discretion of higher level supervisory or management staff.
Streets Maintenance Worker II – This is the full journey level class within the Streets Maintenance Worker series. Employees within this class are distinguished from the Streets Maintenance Worker I by the performance of the full range of duties as assigned including the more complex street maintenance duties and providing training to less experienced Streets Maintenance Workers. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are generally filled by advancement from the Streets Maintenance Worker I level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the next higher classification of Streets Maintenance Worker Lead which provides lead direction to assigned staff.
Example of Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
1. Performs a variety of maintenance, repair, construction, and installation work of City streets, traffic signs, sidewalks, curbs and gutters, storm drains, and related structures; performs heavy physical labor including lifting and carrying heavy objects, shoveling, raking, and pushing asphalt.
2. Repairs street surfaces by cutting or removing loose materials, hand sweeping, and spraying tack coats; identifies and repairs pot holes; dumps, spreads, shovels, rakes, tamps, and rolls asphalt for street patching and resurfacing, crack sealing, thermoplastic overlays, and slurry seals.
3. Repairs or replaces cracked, raised, sunken or otherwise damaged sidewalks, driveways, curbs and gutters; performs concrete work including removal of old surface material as well as pouring, forming and finishing of concrete.
4. Breaks and removes concrete using jack hammers, pavement breakers, and other hand and power tools; digs, shovels, hauls, loads and unloads materials; cleans up work sites upon completion of jobs.
5. Performs and assists in the repair of storm drains, catch basins, and storm drainpipes.
6. Operates a variety of construction and maintenance equipment and power tools such as grinders, rollers, dump trucks, loaders, backhoe, tractors, compressor, jack hammer, concrete saw, and related street maintenance equipment; maintains hand tools and assigned equipment; performs preventive maintenance on equipment; greases, lubricates, and fuels vehicles as necessary.
7. Paints traffic markings on streets, crosswalks, parking lots, and curbs; installs guard rails, traffic markers, delineators, and reflectors.
8. Conducts traffic control when working in high traffic areas of the City; installs street barricades and cones prior to the performance of maintenance or repair activities; directs and controls traffic around work sites.
9. Prepares, installs, and replaces City sign posts and signs; fabricates new signs; cleans and maintains existing signs.
10. Answers emergency calls from the public and other agencies, taking appropriate action such as placing barricades, replacing street signs and emergency patching of streets.
11. Prepares and maintains a variety of field reports and records.
12. May assist in the performance of duties were confined space entry is required.
13. Assists other divisions with maintenance and repair tasks as required.
14. Participates in emergency call-out duties as assigned.
15. Performs related duties as assigned.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
-Basic operations, services, and activities of a street maintenance program.
-Practices, techniques and materials used in maintenance, construction, mechanics and repair of streets, traffic signs and markings, sidewalks, curbs and gutter, and storm drains.
-Methods and techniques of concrete finishing and repair.
-The proper methods for application of pre-mixed asphalt and tar in street repair.
-Operations and maintenance of a wide variety of hand and power tools and equipment.
-Principles and practices of sign fabrication.
-Practices and procedures of traffic control including proper placement of cones, barricades and warning devices.
-Safety requirements for operation of trucks and other equipment.
-Basic principles and practices of record keeping.
-Occupational hazards and standard safety procedures.
Ability to:
-Perform a variety of maintenance, construction, and repair work of streets, gutters, sidewalks, storm drains and related facilities.
-Ensure safety around work areas in high traffic.
-Perform a variety of tasks for extended periods of time and in unfavorable weather conditions.
-Operate a variety of maintenance equipment and tools including heavy and light power driven equipment and hand tools in a safe and effective manner.
-Perform asphalt and concrete work.
-Work with paints and prepare surfaces for painting.
-Perform heavy manual labor.
-Observe safety principles and work in a safe manner.
-Understand and follow oral and written instructions.
-Set up a safe work site including cones, signs and directing traffic.
-Exercise the judgment required in situations characterized by repetitive or short cycle operations covered by set procedures or sequences.
-Maintain accurate records.
-Maintain mental capacity of making sound decisions and demonstrating intellectual capabilities.
-Communicate clearly and concisely, both orally and in writing.
-Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Streets Maintenance Worker I
Education/Training:
Equivalent to the completion of the twelfth grade.
Experience:
One year experience and/or training involving street maintenance, underground pipeline installation, or concrete work.
License or Certificate:
Possession of a valid California driver's license and satisfactory driving record. Possession of a Class "B" commercial driver's license is desirable.
Special education and certifications relevant to street maintenance and related duties is desirable.
Streets Maintenance Worker II
Education/Training:
Equivalent to the completion of the twelfth grade.
Experience:
Two years’ experience and/or training involving street maintenance, underground pipeline installation, or concrete work.
License or Certificate:
Possession of a Class "B" commercial driver's license must be obtained within one year of hire. If within one year the employee fails to obtain the required License the employee will be separated from employment.
Special education and certifications relevant to street maintenance and related duties is desirable.
