A man and woman who were kidnapped from their Mare Island home six months ago have filed a complaint for damages against the Vallejo Police Department for failing to take their claims of an abduction seriously.

Money is pouring in from Vallejo’s medical marijuana dispensaries, but the city has refused to take it.

Vallejo city manager Joseph Tanner was on the frontlines in 2008 when the city was headed toward bankruptcy in 2008.
