The Tracy City Council unanimously approved Livermore’s assistant city manager Troy Brown as its new top administrator Tuesday.
Brown, 47, was one of 42 applicants for the position. The field was eventually narrowed down to 5 candidates who were all interviewed on July 18 and 19.
“I thought he stood head and shoulders above everyone else all along,” said City Council Member Nancy Young. She was impressed with his knowledge on everything from development issues to the current water crisis. Mayor Brent Ives similarly called Brown “an accomplished manager with a spotless public service record.”
Brown joined the City of Livermore in 2009, having also previously worked for the cities of Santa Clarita, Riverside and Elk Grove. As assistant city manager, he was responsible for overseeing the city's finance, human resources and information technology divisions and the city clerk's office. During his tenure, Livermore officials say he assisted with cost-cutting measures and pension reform.
As Tracy’s top administrator, Brown says he will make fiscal stability a top priority.
“Tracy had a number of years without a balanced budget, as did a lot of other cities in California,” Brown recalled. “I look forward to working hard with the city staff to ensure good financial footing in the future.”
The Tracy City Council terminated former City Manager Leon Churchill’s contract on March 5, saying he had used his city credit card for personal purposes. Maria Hurtado has been serving as city manager in the interim. Brown will take the reins from her on September 2 at an annual salary of $205,000.
