The Tracy City Council voted Tuesday to remove the supermajority vote requirement for firing the city manager. If the ordinance passes a second vote, Tracy’s Black city manager will likely be terminated.
Troy Brown will take over on March 5 pending approval of his employment agreement.
The decision to terminate Brown’s contract came early Wednesday morning in a split vote by the city council.
Local realtor and former school trustee Juana Dement was sworn in Tuesday, filling the vacancy created by Robert Rickman’s election as mayor.
The remaining assistant city manager has resigned. Meanwhile, the city has a new fire chief and Finance Department director.
Jenny Haruyama is the first female to occupy the post.
