The City Manager’s Office is seeking a self-starting, forward-thinking, community-oriented individual to fill an Administrative Analyst position. This position will provide direct support to the City Manager’s Office and play a key role a variety of projects, administrative duties and critical functions. Duties may include claim management, economic development and property management, assist with administration of parking and safety programs, drafting and updating City policies and community engagement projects. DEFINITION
Under direction, to perform difficult research and analysis as a staff assistant in a major City department; to work on special projects, develop recommendations, write reports, and conduct surveys; and perform related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This job class is the second level in the Administrative Analyst series of three classifications. The Administrative Analyst functions at an entry-level management level of classification and requires knowledge of municipal organization, basic principles of public administration, research methods and report presentation.
SUPERVISION RECEIVED
Receives limited supervision from the assigned Department Head

Names of successful candidates who do not receive a job offer will be placed on an employment list which normally remains effective for one year. The Human Resources Department may abolish an Employment List at any time the needs of the City so require. This position is represented by the Management bargaining unit.
Prior to appointment to the position of Administrative Analyst, a medical examination and Department of Justice LiveScan fingerprinting will be required.

- gathers and analyzes information concerning procedure, operations, budgets or space problems and prepares reports showing alternatives and method of implementing, ramifications for management and cost of purposed solutions
- reviews and analyzes budget requests and makes recommendations as to appropriateness of requests
- investigates and makes recommendations on requests for unbudgeted items
- conducts special studies and works on projects concerning City or departmental procedure or policies, programs and grants
- assists in conducting work measurement projects, prepares detailed analysis of operations, develops job standards and workload indicators
- collects, compiles and organizes data for reports, recommendations, policies, special projects and public inquiries
- researches issues and prepares responses, as directed
- prepares correspondence and reports
- reviews and analyzes recent and pending legislation affecting departmental programs
- acts as City representative and liaison at meetings and conferences with public agencies and community groups as assigned
- sits at a desk and in meetings for long periods of time on a continuous basis
- uses a telephone, writes and uses a keyboard to communicate through written means
- uses near vision for long periods of time
- abides by safety policies and procedures and performs safe work practices
- intermittently bends and twists to reach equipment surrounding desk
- intermittently reaches above and below shoulder level to reach books, files and reports on shelves and in filing cabinets
- grasps electronic equipment, books and documents with right and left hands
- works indoors in an environment subject to heat/cold and fragrances such as perfumes
- performs related duties similar to the above in scope

TRAINING AND EXPERIENCE
Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain the knowledge and abilities would be:
- Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or a closely related field.
- Three years of increasingly responsible administrative or analytical experience in an operating or staff agency in business or government comparable to that of an Assistant Administrative Analyst with the City of Watsonville
LICENSE
- California Class C driver’s license and a safe driving record
