The City of Selma is seeking an Administrative Analyst for Economic Development and Grants. Under administrative direction, provides highly responsible management assistance by coordinating administrative studies and special projects; coordinates an economic development program to attract and retain business and industry to the community to create more jobs and economic opportunities; works with department managers to research, write, edit and package grant proposals for submission; handles the City's public relations and legislative issues; and performs related duties as required.
Salary Range: $4,403 to $5,352 per month.

Essential Duties and Responsibilities: Economic Development: work with management consultants, realtors, the Chamber of Commerce, Small Business Center and other agencies to coordinate activities aimed at obtaining necessary zoning, utilities, building permits and other City services for new development prospects; work with various public and private agencies to ensure conformity to established regulations; work with potential businesses interested in relocating or expanding; prepare and maintain databases related to community and commercial growth; prepare marketing brochures; confer with government officials to effect changes in local policies or ordinances to encourage new development; visit business firms contemplating relocation and attends meetings of local industrial, commercial and civic organizations or similar functions to stimulate interest in the community; assist in facility location by providing information on zoning, methods of financing, sites and equipment; prepare correspondence and answers specific requests for information; may develop and propose policies for the effective recruitment of new investments to the area; maintain, update and upgrade the City’s website for the Economic Development division; perform related duties as required.
Grants: coordinate grant-related planning activities, including facilitating discussion groups and planning teams, developing surveys and needs assessments, and reviewing and reporting data; write, edit and package grant proposals and project budgets that comply with municipal policies and procedures, as directed and review all grant proposals before submittal; monitors grant activities to ensure compliance with all state and federal laws, ensuring proper use and distribution of funds and timely submission of required reports; perform related duties as required.
Knowlege, Abilities and Skills:
Knowledge of: Economic Development in California; public relations and use of the media; statistical analysis and presentation graphics; brochure, newsletter and publication development and publishing; negotiation techniques; real estate law; and principles of municipal planning and community development; Public relations and public speaking; contract negotiations; data gathering and record keeping methods; report preparation and presentation; research methods.
methods for financing building, sites and equipment; characteristics of the community including planning, zoning, schools, budgets, recreational facilities and civic attractions; business periodicals and newspapers relating to industries, stock market trends and related business matters affecting the growth of the community; modern office methods including keyboard skills; website maintenance; English syntax, grammar, spelling and punctuation; math;
Ability to: Effectively administer major programs; perform both complex and routine administration with speed and accuracy; interpret and apply established City policies and procedures, draw valid conclusions and project consequences of decisions and recommendations; prepare studies and reports concerning complex matters including cost analysis and operational feasibility studies; write grant proposals; set priorities, meet deadlines, make sound decisions; collect and analyze a wide variety of materials consistent with the needs of the community; work closely with management, consultants, industrial realtors, Chamber of Commerce and other agencies aimed at achieving the necessary services for industrial prospects; communicate effectively both verbally and in written form; Utilize a computer employing a variety of software applications including word processing, spreadsheets and desktop publishing.
Required Training and Experience:
A) Graduation from an accredited college or university in marketing, public relations, public administration, business or closely related field.
B) Three (3) years of increasingly responsible experience in economic development, community planning, grants writing, public relations or closely related field.
C) California Driver’s License.
