THE POSITION        

Performs a wide variety of highly responsible professional, analytical, administrative, and organizational duties. This position will be responsible for assisting department staff to collect and analyze information from various sources about a variety of specialized topics, with an emphasis on assisting management with complex financial analysis for water resources programs. This could include utility rate development, analysis, and implementation; budget development, revenue projections, cost-benefit and life cycle cost analyses, bond refinancing, annual disclosure statements, and debt coverage reports. Incumbent will be responsible for tracking grant opportunities, developing a grant pursuit strategy, and preparing grant applications. The ideal candidate will be responsible to handle complex projects and participates in the development and implementation of operational and administrative programs especially related to financial management of water resources programs. Incumbent will respond to public inquiries related to costs of water supplies. This position will prepare and present reports to management, boards, committees, and City Council.  Incumbent will perform duties with minimal direction. The ideal candidate will be flexible and possess good communication skills.  The candidate must be able to establish and maintain cooperative working relationships with City personnel, outside agencies, and the public.  Exercise independent judgement and initiative with established guidelines.

 

EMPLOYMENT STANDARDS

Knowledge of:  Methods of research, program analysis, and report preparation; grant writing; financial management policies and procedures; principles and practices of budget development and administration; water rate structures and policies; financial management software; modern office procedures, methods, and computer software and hardware.

Skill in:  Operating a personal computer, calculator, and standard office equipment. Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint. Basic Skills in Database management and use.  A high level working knowledge of SharePoint is highly desirable.  Experience working with a municipal accounting system.

Ability to:  Perform administrative and analytical support duties; understand the organization and City operations; write program policies and procedures; perform responsible administrative work involving the use of independent judgment and personal initiative; research, analyze, and evaluate programs, policies and procedures; write clear and concise reports; independently prepare correspondence and memoranda; prepare cost-benefit and life cycle cost analyses; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training:  Any combination of experience and training that would likely provide the required knowledge and abilities, including a minimum of three years of progressively responsible experience in administrative and management analysis related to a utility rate setting (water purveyor - district or municipality), is highly desirable.  Training equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, or a related field is highly desired. 

License Requirements:  Applicant may be required to possess a valid California driver’s license at time of appointment.
