The City Manager’s Office:

 

The City Manager's Office provides strategic leadership and direction in the implementation of City Council policy objectives and overall administration of the City organization; ensuring accountability, community responsiveness and customer service excellence. The City Manager’s Office is also directly responsible for the management of several important citywide programs, including the City Clerk’s Office, Risk Management, Workplace Safety, Communications and Outreach, Emergency Preparedness, Parking, Legislative Advocacy, and City Council support.

 

The City Manager’s Office strives to continually enhance the quality of life of all residents, support the policy objectives of the City Council, and provide leadership and support to all City departments. The Administrative Analyst will work to further the commitment to make a difference in the community and the organization.

 

The Position:

 

The City of Walnut Creek is seeking an Administrative Analyst I/II to join the City Manager’s Office. The newly created position may be filled at either the Administrative Analyst I level (salary range: $77,270 – $92,978) or Administrative Analyst II level (salary range: $86,715 - $104,517) depending on qualifications and department need, as determined by the City. This is an at-will position, serving at the pleasure of the City Manager.

 

This position will be primarily responsible for the management and implementation of citywide safety policies and programs; off-street parking operations; special projects; and supporting communications and outreach programs. Responsibilities will also include providing high level support for City Manager’s Office staff, partnering with City departments on important projects and initiatives, proactively providing research, recommendations, and implementation for a variety of critical operational and administrative issues, and supplying other professional, administrative and analytical support as assigned.

 

 

REPRESENTATIVE DUTIES:

The Administrative Analyst:

  • Leads the implementation and management of the City’s Injury and Illness Prevention Program (IIPP);
  • Develops, coordinates, oversees, and participates in the day-to-day operations of programs designed to reduce risk and ensure workplace safety;
  • Reviews, develops and updates safety related policies and procedures as required by law or supported by best practices;
  • Collaboratively works with departments and Citywide Safety Committee to establish and implement safety training objectives;
  • Plans, develops, schedules, conducts, or arranges for regulatory and other safety/health related trainings;
  • Oversees the day-to-day operations of the City’s Off-Street Parking Operations, including preparing budgets, and managing operating contracts;
  • Assist with a variety of communications projects, including regular updates of Intranet home page and Internet web pages;
  • Coordinate with departments to gather information and prepare an employee newsletter, as well as other internal communication efforts;
  • Develops and delivers presentations to a wide variety of audiences;
  • Leads efforts to enhance cross-departmental collaboration, teambuilding, and customer service;
  • Conducts studies of policies, systems, procedures, practices, and other matters relating to high profile programs and management operations, evaluates alternatives and formulates recommendations;
  • Prepares a variety of reports, policies, proposals, correspondence, and procedures, including requests for proposals, and agenda reports; and
  • Represents the department in a variety of internal activities such as technology, employee engagement, and wellness program initiatives.

 

 

QUALIFICATIONS GUIDELINES:

Requires a bachelor’s degree with major coursework in public or business administration, occupational safety, communications, or a related field, and a minimum of four years of experience in a responsible administrative staff/analyst position (a minimum of two years of experience required for the Administrative Analyst I level); or any equivalent combination of education and experience that provides the knowledge, skills, and abilities listed below.

The ideal candidate will be creative and results-oriented; possess strong interpersonal, communication, and analytical skills; have highly developed collaborative and facilitation skills; and have a strong track record of success in exceeding goals, utilizing traditional and innovative techniques to successfully manage projects and enhance relationships with City staff and the community.

 

The ideal candidate for this position will have demonstrated skills and knowledge as follows:

  • Considerable knowledge of principles, practices and regulations related to workplace safety, loss prevention, risk management and accident prevention for local government operations;
  • Knowledge of the functions of a municipal government, research techniques, report writing, and making sound independent recommendations;
  • Advanced verbal, written, and interpersonal communication skills, including ability to communicate relevant information in a manner that prompts the desired action;
  • Expertise in the use of new media and application of technology to achieve communication and outreach goals;
  • Ability to develop innovative strategies and be strategic in pursuit of specific and measurable objectives in a collaborative environment;
  • Ability to multi-task and meet simultaneous deadlines;
  • The highest standards of personal and professional integrity;
  • Proficiency in various computer applications and the ability to serve as an internal application support person; and
  • A personal management style that is positive, flexible, collaborative, works well with a broad range of contacts, both within the community and the City organization, and is able to influence others at all levels to achieve goals and implement change.

Special Requirement: Possess a valid California Class “C” driver’s license and a good driving record.  Attend occasional evening and weekend activities.
