The City of Scotts Valley is recruiting for a City Clerk/Administrative Manager - Annual Salary: $76,320 to $102,276 DOQ.

The City Clerk/Administrative Manager is appointed by the City Manager and is responsible for ensuring transparency and open government to the community. The Council meets twice each month, and the City Clerk handles all preparation and distribution of the Council agenda and packet, as well as recording of accurate motions, action minutes, and follow-up.

The City Clerk performs all functions required by State Government Code and City Ordinances; manages, organizes, and retains records of City actions, including laws, policies, agreements, and property legalities; records and processes minutes for City Council meetings and other board/agency/commission meetings as required; and provides a wide variety of administrative, analytical, technical, and managerial services as directed by the City Manager.

The City Clerk serves as the Elections Official and FPPC Filing Officer and is responsible for the facilitation of consolidated elections with Santa Cruz County and  filings with the FPPC. In addition, the City Clerk is responsible for the coordination of Public Records Act requirements; manages all facets of the City’s website; and, receives and processes claims, appeals, subpoenas and complaints. The City Clerk  also maintains City personnel files; coordinates employee recruitment activities, orientation, recognition, annual evaluations and city-wide employee training; and, assists in budget development, preparation, and monitoring.

This vacancy is a result of the retirement of our current City Clerk after 32 years with the City and 16 years as the City Clerk. The City Clerk/Administrative Manager will work closely with the City Manager and City Attorney and will be a creative and thoughtful contributing member of the City’s Executive Team.

The ideal candidate will:

  • Embrace technological solutions that streamline processes, enhance document and records access, and improve customer service. 
  • Have the ability to stay calm under pressure, handle change, and be flexible when necessary.
  • Have the ability to be “Switzerland” when the situation warrants.
  • Be passionate about local government and community service .
  • Preferably possess a minimum of four years of progressively responsible experience in municipal administration, five years of responsible administrative experience and college courses in business or public administration.
  • Have possession of, or ability to obtain, a Certified Municipal Clerk designation within two years; Notary Public within six months; and,  a valid California motor vehicle operator’s license.
  • Have the ability to research, interpret and explain related laws, special instructions, policies and procedures.
  • Have the ability to work independently with minimum supervision and serve in a position of confidentiality.

  • Classic members—Retirement formula of 2.5% at 55 based on a single highest year compensation, with employee paying 8%.
  • New Members (PEPRA) – Retirement formula of 2% at 62, based on a 3 year final compensation period, with employee paying a 6.25% contribution.
