The Community Development department is a division of the County Executive Office providing administration of three U.S. Department of Housing and Urban Development (HUD) grant programs. The Community Development staff must maintain the County's qualification in order to receive annual CDBG, HOME, and ESG entitlement funds. The County's Entitlement Area consists of the cities of Fillmore, Moorpark, Ojai, Port Hueneme, Santa Paula, and the unincorporated area of the County of Ventura. Community Development staff work closely with the cooperating cities in planning the use of these funds. Staff also works with County residents (principally those with low or moderate incomes) to assess local needs, and plan and implement projects and programs to meet those needs.

The Position
Under direction, the Community Development, HUD & Homeless Program Assistant supports the activities of this unit including facilitating contract compliance with grant subrecipients and granting agencies, performing program monitoring and regulation/rule interpretation and providing administrative support to select subcommittees of the Countywide Continuum of Care.
The Ideal Candidate
The ideal candidate has operational experience administering federally or state funded grants for homeless programs, is familiar with the local policies, priorities and challenges addressing this issue in Ventura County and can assist community partners in navigating the challenges associated with the task of ending homelessness.
DUTIES:
- Administers grant agreements with subrecipients for designated program, including drafting contracts, monitoring compliance, processing reimbursements, and conducting periodic performance audits.
- Supports the activities of select subcommittees of the Countywide Continuum of Care.
- Prepares required reports for designated programs by compiling narrative, financial information and data, identifies program needs and makes recommendations to program manager regarding program or service delivery changes to enhance system effectiveness.
- Represents the County in contacts with other governmental or community agencies and/or the public regarding the activities and programs addressing homelessness.
- Conducts desk and onsite monitoring and compliance assessments for grantees, drafts and recommends corrective action plans to bring programs into compliance and recommends changes to improve system operations and performance.
- In consultation with manager and community partners, compiles information and data to support the submission of grant applications to support programs and activities related to homelessness.
- Maintains database systems, collects information, identifies opportunities for program enhancements in consultation with other team members.
- Performs other related duties and special projects as assigned.
QUALIFICATIONS
Some administrative support experience coupled with some to two (2) years or more experience in fields related to grants that demonstrates possession of and competency in technical knowledge of the program area. Experience must include some knowledge of grant programs, preferably with the Department of Housing and Urban Development.
NECESSARY SPECIAL REQUIREMENT:
Intermediate skill in Word and Excel
Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED:
Active service related to localized homeless programs such as the federal Department of Housing and Urban Development's Countywide Continuum of Care and Emergency Solutions Grants, and/or the California's Emergency Solutions pass-through grant program or specialty funding from the Business Consumer Services and Housing Agency programs.
