The City of Hanford is seeking to fill a vacancy in the City Manager's Office for the position of Community Relations Manager. Under general direction, this position develops, organizes, directs, and evaluates a comprehensive communication and outreach program. The incumbent is part of the City Manager’s Office, which includes the Cannabis division, and will also be responsible for overseeing the cannabis program for the City of Hanford. Performs related responsibilities as required.
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from the City Manager.
Duties may include, but are not limited to, the following:
Develops and implements a comprehensive communications plan that will reach a diverse population and that includes an active social media component.
Advises City management in the development and implementation of effective current and long-range policies, plans, and practices which enhance its relations with
the public.
Maintains effective relationships with civic, corporate, and educational organizations.
Develops, coordinates, and participates in news conferences, special events, and other programs of interest.
Develops strategies and advises on appropriate information dissemination procedures regarding significant issues, programs, projects, and services.
Develops and maintains regular contacts with radio, television, and print media.
Develops and communicates a clear set of media policies.
Manages the City’s webpage to ensure it is providing accurate, current information to the public and all possible self-service components.
Plans and presents training relating to communications, social media, and customer service.
Develops informational material for departmental publications and promotions, including brochures, reports, articles, newsletters, public service announcements, press releases, and related materials.
Takes photographs for publications and audio-visual presentations; maintains digital photo library.
Researches, prepares, and implements grants and other applications on a variety of topics.
Develops and coordinates budgets and time frames for publications and events, including soliciting bids, recommending vendors, recommending design color, graphics, and appropriate media.
Serves as a spokesperson for the City before public groups, the news media, and individuals.
Establishes a community information program on City government for the news media, schools, service clubs, and community organizations.
Utilizes appropriate cuts from presentations for use on the website.
Prepares material using various computer software programs including desktop publishing, PowerPoint, and photo editing, and video editing software.
Plans, coordinates, and supervises the collection of data regarding public outreach effectiveness to develop effective communication strategies.
Develops and executes crisis management plans to communicate with internal and external audiences during emergencies; participates in planning and training for these incidents.
Implements the goals, strategies, policies and programmatic framework for the issuing of permits/licenses through the City’s Cannabis Program.
Works with departments to develop and promote a strong and compliant environment for cannabis.
Leads the citywide efforts to license, regulate, and enforce commercial cannabis activity in the City.
Coordinates the application of the City cannabis laws and regulations to protect the health, safety, and welfare of residents, businesses, and employees.
Coordinates with State and County agencies in cannabis program laws and implementation.
Tracks the City’s cannabis program budget, including projected tax revenues and monitoring expenditures.
Performs related duties as required.
MINIMUM QUALIFICATIONS
Knowledge of:
Principles and practices of digital outreach and public relations.
Methods of planning and implementing an effective public information program.
Techniques in developing and producing audiovisual presentations.
Principles and practices of social media development.
Computer software including PowerPoint and photo editing, video editing and graphics software.
Strong analytical skills, with the ability to translate analysis into recommendations.
Graphic design principles and layout techniques.
English grammar, spelling, syntax, punctuation, and principles of effective written communications.
Journalistic styles, including social media, print, and broadcast.
Opinion research.
Photography.
Brown Act.

Ability to:
Research, learn and implement new technology.
Coordinate and direct public communications and community relations programs.
Develop community and organizational support for City operations and programs.

Operate a desk-top publishing system.
Research, analyze, organize, edit, write, and design information for publication and presentation.
Demonstrate integrity, trust and political sensitivity, exhibit tact and confidentiality.
Relate effectively with people of varied academic, cultural, and socio-economic backgrounds using tact, diplomacy, and courtesy.
Use innovative planning, organization, and research techniques to achieve goals.
Perform various financial and statistical recordkeeping duties.
Work beyond normal business hours, attend evening meetings and/or perform weekend work, and travel.
Experience and Education
Any combination of experience, training, and education which would provide the required knowledge and abilities is qualifying. A typical way to obtain the required qualifications would be:
Experience:
Three years of experience that includes development and implementing communications programs and extensive media interaction, and two years of relevant work experience on policy analysis, government administration, law or business operations. Proficient in the use of Microsoft Word, Excel, PowerPoint, and Microsoft Teams and graphic design platforms.
Education:
Bachelor’s degree from an accredited college or university with major course work in Communications, Journalism, Public Relations, Public or Business Administration, or a closely related field.
License and Certificate
Possession at time of appointment and continued maintenance of a valid California driver’s license required.
