Under the supervision of the City Manager, performs a variety of highly responsible secretarial, administrative, and public contact work, including: complex clerical, typing, transcription and office duties; establishing and maintaining confidential and permanent records for the City; and preparing studies and reports with minimal instruction. The employee must exercise considerable independent judgment, based on knowledge gained through experience in the performance of responsible specialized duties.
 
EXAMPLES OF DUTIES: Plans and performs a variety of complex secretarial work; composes and distributes correspondence in a variety of matters with a minimum of instruction; prepares agendas for regular and special sessions of the City Council and other City agencies; may perform the work of other clerical staff in maintaining smooth work flow; answers questions requiring the interpretation of rules and regulation in problem cases; and researches and analyzes information on a variety of matters. Acts as the City's Filing Official and maintains files for FPPC, elections, and litigation claims. Serves as the City Clerk in the absence of the City Clerk; attends regular and special City Council and other City agencies' meetings to record and document the proceedings; screens visitors, telephone calls and mail, giving information where judgment, knowledge and interpretation of policies, procedures and regulations are necessary; types confidential correspondence, reports, memoranda, records, ordinances, resolutions, documents and statistical data; transcribes correspondence from dictation equipment, including material of confidential nature; assists with the public counter, and performs other related work as assigned.
 
Essential Job Functions: Attends meetings on a regular basis to record and document proceedings, requiring the ability to sit for up to five hours at a time; types correspondence, reports, minutes, agendas and other documents, requiring hand and finger dexterity to operate computer keyboard; interacts regularly with staff and public, and speaks at City Council meetings requiring clear oral communication, and auditory capability; researches information, requiring reading vision; indexes and maintains complex permanent filing systems requiring the ability to open and close files up to 12 feet in height, removing and replacing material up to 25 pounds in weight, and sliding file cabinets on a horizontal track.
 
QUALIFICATIONS:
Education and Experience: Graduation from high school or equivalent degree, including or supplemented by courses in typing and business practices, and three years of increasingly responsible secretarial experience. Word processing experience required. Spreadsheet, database, and desktop publishing experience desirable. Bilingual skills (Spanish) are highly desirable.
 
Knowledge and Abilities: Knowledge of office practices and procedures, office appliances and filing systems; knowledge of business correspondence methods; knowledge of practices and procedures regarding records retention, preparation of minutes and distribution of materials; ability to understand and interpret complex laws, rules, and regulations related to assigned activities; knowledge of good business English including vocabulary, grammar and spelling; ability to type from copy accurately at a speed of not less than 55 net words per minute; ability to perform complex clerical work; ability to operate a variety of office, computer (including laptops), and communications equipment, including word processing and transcribing equipment and records management systems; ability to establish and maintain effective working relationships with others; ability to deal with general public in person and by telephone; ability to prepare minutes of Council meetings; ability to file and retrieve documents, books and office materials.  Bilingual skills (Spanish) highly desirable.
