Established in 1960 by special State legislation (the “BIMID Act”), BIMID provides critical levee, drainage and flood protection to the historic Contra Costa County “legacy community” of Bethel Island, one of the California Bay Delta’s 8 western “sentinel islands” providing the interface between the salt and fresh water. Bethel Island’s permanent population of over 2,100, and higher seasonal population, enjoy its own special version of the Delta lifestyle. It is also the site of the unique, “last of its kind” master planned lagoon-based waterfront “Delta Coves” development of 495 new homes now getting underway, for which BIMID has contracted to operate and maintain its own levee, drainage, seepage, pumping and breach systems. Yet most of Bethel Island’s 3,500 interior acres are open pasture land, creating a unique blend of urban/rural/wildlife interface as a bucolic oasis within rapidly urbanizing nearby East Bay.
In 2015, BIMID’s nearly exclusively Property Tax oriented financial base was upgraded and stabilized by the passage of a Proposition 218 Assessment District, which is being further enhanced by its Delta Coves contract and associated Community Facilities District Budget. The Assessment District's "local Share" funding has already enabled BIMID to be approved for over $12 million in DWR grant funding for two major levee capital improvement projects that will be implemented over the next few years. Bethel Island has also recently been recognized in the State appointed Delta Stewardship Council’s Delta Levee Investment Strategy as among the “Very Highest Priority” of Delta Islands for future State funding. This District Manager position represents a unique professional opportunity to help lead the organization and community through this dramatic transformation period, and substantial revision and ultimate accomplishment of its 5-Year Plan.
Broad professional and/or technical background in local government and/or special district management. Outstanding oral and written communications skills, excellent community and interagency relations, personal integrity a must. Inclusive collaborative management style with staff and consultants, elected Board of Directors, and regulatory and funding agencies, committees and commissions. Any combination of education, training experience which would provide the required knowledge, skills and abilities, such as a Bachelor’s Degree in public or business administration, engineering, or related field, (MPA or MBA a plus), and/or 5 years management experience in a municipal, special district, reclamation district, or other public agency.
