The City of San Marcos is currently recruiting for a Human Resources / Risk Technician to join the Human Resources team. This position will be assigned to Payroll while working with a highly collaborative and dynamic team in ensuring that biweekly payroll processing for an average of 325 employees is completed in an efficient, effective and compliant manner.  

The team you'll be joining 
Payroll functions and responsibilities at the City of San Marcos are located within the Human Resources / Risk Division. The payroll process first begins with the payroll administration functions, where the HR staff enter new and exiting employees transactions and process changes for existing employees related to pay and deductions. Once the changes for the pay period have been entered and approved, payroll processing occurs - which is where this position jumps into action!

The HR/Risk Technician is the entry level position assigned to payroll and will be responsible to work collaboratively with the Payroll Administrator in carrying out the following bi-weekly responsibilities required to ensure that accurate paychecks are delivered on time and the back end reporting is managed appropriately: 
  • Oversee department time entry process by receiving and reviewing submitted payroll information from each department and division
  • Provide exceptional, proactive customer service in answering payroll related questions and assistance with time card entry and training
  • Process pay changes and payroll deduction changes, in both the HRIS system (Tyler Munis) and manual processing
  • Assist in computing and processing pay adjustments due to various leave programs and retroactive pay adjustments
  • Performs a variety of payroll functions, including account reconciliations, posting journal vouchers to the general ledger, implement current provisions related to payroll in City Memorandums of Understanding (MOUs / Labor Agreements) and IRS regulations for payroll compliance
  • Prepare and maintain a variety of statistical data and reports
  • Supports the Human Resources/Risk Division in a variety of analytical and process improvement projects and areas.

  • Retirement: The City participates in both the Social Security (FICA) and the California Public Employees’ Retirement Systems (CalPERS).   For Classic Members (current CalPERS members) CalPERS’ retirement plan provides the 2% at 55 benefit formula. Employees will pay up to 3% cost share in addition to employee share of CalPERS cost. For PEPRA CalPERS members (new) employees are required to pay 50% of the normal cost of CalPERS benefit formula 2 % @ 62 in addition to group approved additional cost share pickup amounts.
  • Deferred Compensation: City offers a voluntary 457 deferred compensation plan through two different preferred vendors.
  • Group Health Insurance: A new employee will become a member of the City’s group health plan on the first day of the month following their date of hire. Employees can choose from various available options (HMO and PPO). Employees have the option to waive coverage and receive an opt out stipend by showing proof of current group coverage. The City currently pays 90% of premiums for medical benefits at all coverage levels. 
  • Dental and Vision Plans: Both dental and vision plans are voluntary and 100% employee paid. City currently offers HMO and PPO plans for Dental and PPO for Vision.
  • Life Insurance and Accidental Death and Dismemberment Insurance: The City Provides Life and Accidental Death and Dismemberment insurance coverage equivalent to two times their gross annual salary up to $400,000. 
  • Disability: City provides Short and Long Term disability benefits to all employees except employees under Fire Safety group. Short Term disability provides 66.67% of basic weekly earnings after the 30-day elimination period, and Long Term disability provides 66.67% of basic monthly earnings after the applicable elimination period.
  • Flex Spending Account (FSA): All employees are eligible to participate in the City’s Section 125 Flexible Spending Account plan.  This is an IRS-approved plan that allows you to set aside pre-tax dollars to use for eligible health care of dependent care expenses.
  • Retiree Health Savings (RHS): All employees participate in a Retiree Health Savings. Contributions differ per employee group. 
  • Tuition Reimbursement / Student Loan Repayment: Employees who have been employed with the City of San Marcos for at least one year are eligible to receive up to $1,500 in tuition reimbursement or student loan payments per fiscal year. 
  • Bilingual Pay: Employees who are required to use their bilingual skills (Spanish Only) in the performance of their duties will receive an additional $100 per month as bilingual compensation.  In order to be eligible, employees must successfully complete a bilingual performance examination.
  • Cell Phone: Employee will have the option to receive a cell phone stipend or be issued a City cell phone for work related communication.
