DEFINITION:

Under administrative direction, the Human Resources Administrator plans, manages, and oversees the activities and operations of the Human Resources activities, including recruitment, selection, employee and labor relations, organizational and staff development, risk management, benefits administration, and other Human Resource areas; and provide highly responsible and complex management support.

SUPERVISION RECEIVED:

Receives administrative direction from Director or the General Manager, as assigned.

SUPERVISION EXERCISED:

The Human Resources Administrator provides direct supervision to technical and administrative support staff.

ESSENTIAL FUNCTIONS:  

Duties may include, but are not limited to, the following examples.

  • Assumes full management responsibility and leadership for Human Resources programs, services, and activities, including but not limited to recruitment and selection, benefits administration, employee relations, and compliance.
  • Directs, plans, manages, and coordinates the development and implementation of Human Resources goals, objectives, policies, and priorities for each assigned program area; establishes, within the District’s policies, appropriate services, resources, and staffing levels; and allocates resources accordingly.
  • Selects Human Resources personnel; assigns and reviews the work of technical and administrative support staff; establishes employee performance expectations and evaluates performance; provides or coordinates employee training; works with employees to improve job-related skills and competencies; and provides guidance with the implementation of discipline and performance improvement plans if necessary.
  • Develops, implements, and oversees the District’s Governing Documents including but not limited to: Personnel and Salary Ordinance, Discrimination Policy, Harassment Policy, Alcohol and Drug Abuse Policy, Disciplinary Guidelines, Workers’ Compensation Claims Administration, etc.
  • Directs, plans, and manages the Human Resources portions of the District’s Budget; directs the forecasting of additional funds needed for staffing, resources, equipment, and/or supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary.
  • Represents the Human Resources to the Board of Directors, outside agencies and organizations, and/or community groups; explains and interprets Human Resources programs, policies, and activities.
  • Develops, implements, and oversees effective methods, techniques, and procedures for the recruitment, selection, and onboarding/orientation of new employees; establishes processes that support numerous concurrent recruitment and onboarding activities for a variety of staff positions.
  • Oversees labor relations; serves as District representative, leading contract negotiations with employee groups; analyzes employee requests, makes cost estimates and recommendations; works with contract legal and consultant staff; and coordinates implementation of revised agreements.
  • Provides consultation to management on employee relations and human resource matters; interprets and explains memoranda of understanding (MOU), human resources rules, laws, and regulations; provides assistance to management in handling performance evaluations, liaises with labor union regarding meet and confers, progressive discipline, grievances, and lay-offs; and assists management in addressing work performance and working condition problems.
  • Conducts investigations in response to reports of harassment, discrimination, retaliation, or other violations of employment laws or policies; collaborates with management staff and internal/external counsel and prepares comprehensive reports with recommendations for appropriate action.
  • Oversees development of classification and compensation plans, classification studies, class specifications development, analyzes job relationships and related factors, and recommends modifications regarding incumbents, classes, and class series.
  • Prepares analyses and reports; recommends salary structure or benefit program changes based on studies and analyses; provides classification, compensation, and benefit information to District staff and other organizations.
  • Develops and maintains the District performance management program; establishes and implements effective methods, practices, tools, and resources to communicate expectations and evaluate the performance of employees.
  • Oversees administration of District benefit program; analyzes benefit plans and develops recommendations for changes and enhancements; negotiates plan coverage with consultants, insurance brokers, and carriers to ensure cost-effective coverage; and provides information to District staff on plan coverage and procedures.
  • Communicates and implements safety rules, policies, and procedures in support of the District's safety vision and goals and maintains accountability for safety performance of all subordinate employees.
  • Oversees and coordinates employee workers’ compensation program with third-party administrator; monitors claims settlements and case closures; and ensures that the program provides quality service to the employees while maintaining and controlling program costs.

EDUCATION AND/OR EXPERIENCE:

Any equivalent combination of experience and education that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience:

Six (6) years of professional human resources experience, including two (2) years of supervisory and management experience.

Education:

A Bachelor's degree from an accredited college or university, with major course work in human resources, business administration, or a related field.

License/Certificate:

Possession of, or ability to obtain, a valid Class C California driver's license and a driving record acceprable for insurability. Some level of Professional Human Resources certification is desiravle (i.e., PHR, SPHR, SHRM-CP, SHRM-SCP)

  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Modern equipment and communication tools used for business functions, program and project coordination, and task coordination.
  • Computers and software programs (e.g. Microsoft software packages) to conduct research, assess information, and/or prepare documentation.

WORKING CONDITIONS:

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence and statistical data, and acute hearing is required when communicating. The need to lift, drag, and push files, computer reports, or other materials weighing up to 20 pounds also is required. The employee will provide information orally or in writing, and work on numerous concurrent projects and tasks under deadlines. Typically, an employee will need to mentally process and analyze complex information, compose complex responses, interact with others, and present information and reports.
