The City of San Rafael is looking for a Human Resources (HR) Director. We invite you to lead innovative changes in support of a flourishing city. The Director should have experience with labor and employee relations, policy and procedures, long-range strategic planning, employee development and training, workplace safety and risk, classification and compensation, and the ability to oversee other HR functions such as benefits administration, wellness, recruitment and selection, worker’s compensation, etc. The successful candidate will have a history of pushing the envelope to bridge the public-private divide, thinking beyond bureaucracy and providing excellence in service and programs while balancing a culture of professionalism and fun.

THE JOB

This is a great position for a candidate who brings excellent communication and leadership abilities and is looking to work for a City Administration that focuses on reducing process and bureaucracy, seeks out innovation, and makes things happen. The Human Resources Director leads a division of four support staff and is part of the City’s executive team who represent a culture that inspires creative thinking, engagement, and supports quality of life and work-life balance. In addition to overseeing all HR activities for the City, the Human Resources Director is responsible for the overall direction and vision of the department, provides professional support and consultation and makes recommendations regarding operational, policy guidance, and personnel matters to City Manager, Assistant City Manager and department leaders and the City Council. The department oversees the following:

  • Benefits Administration and Wellness
  • Employee and Labor Relations
  • Workplace Safety
  • Worker’s Compensation and Risk Management
  • Employee Development and Training
  • Recruitment and Selection
  • Classification and Compensation
  • Policies and Procedures
  • Long Range Strategic Planning

The City has eight bargaining units and three unrepresented employee groups and the HR Director will be the lead negotiator, or work closely with consultants, to negotiate on behalf of the City. This is an at-will position that reports directly to the Assistant City Manager.  In addition to the traditional core oversight functions, this position will be a:

  • Business Partner – work with management to devise effective solutions to organization or performance challenges
  • Change Agent – help others understand and help acclimate to change
  • Leader – effectively influence others, and balance concerns for employees with organizational requirements and goals.

 

 

In addition to the above competencies, our candidate should have sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities, which would typically be acquired through:

  • A Bachelor’s Degree in human resources management, industrial relations, public administration, business or related field.
  • Background working for or with a municipal organization preferred, but not required.
  • SPHR Certification ideal.
  • Five years of experience in a human resource function in either business or government, particularly recruitment, training, and employer-employee negotiations as chief negotiator with at least three years of experience in a supervisory role.
  • A Master’s Degree in public administration or public policy is ideal.

 

COMPENSATION AND BENEFITS

The City of San Rafael offers an attractive compensation and benefits program. The salary range for this position is $138,888 – $168,816 annually DOQ/DOE, and a competitive benefits program.
