THE POSITION
Under direction, performs a variety of research, analytical and administrative tasks in support of a division head or department head.
This position is flexibly allocated, and may be filled at either the I or II level depending on the qualifications of the applicant and organizational needs.
An eligibility list is being established to fill a current part-time (20 hours per week) vacancy in the Parks, Recreation and Community Partnerships department, as well as future city-wide needs.
Examples of duties when assigned to the Parks, Recreation and Community Partnerships department may include:
- Working directly with the Director and Manager to create development plans for priority projects and programs
- Identify, cultivate, and steward major donors
- Develop fund raising systems, including database management
- Develop sponsorship proposals
- Other duties as assigned
THE IDEAL CANDIDATE
- Is self-motivated, and able to work independently.
- Has excellent analytical, administrative, and project management skills.
- Enjoys working in a fast-paced environment.
- Is able to identify and cultivate sponsorships and grants from private and non-profit sources.
- Understands contract administration and insurance requirements.
- Is extremely organized and has a proven record of being able to manage and track multiple stages of a project and meet deadlines.
- Possesses excellent computer application skills.
- Has a "can do" attitude and the ability to work collaboratively in a team environment.
EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
Conducts special studies, analysis and investigations of procedural matters and operating programs; gathers and interprets a variety of statistical data; prepares administrative reports.
Coordinates contract administration; analyzes and monitors department or division expenditures and revenues; prepares purchase authorizations; approves accounts payable, expense reports and budget transfers; prepares grant application submittals and tracks status.
Assists department head and managers with administrative processes, policies and procedures and assists in the installation of new programs; develops criteria to evaluate personnel needs, operating effectiveness, and budgetary requirements; prepares procedure manuals; may chair special task forces for various projects.
Works with other agencies, groups and individuals to coordinate departmental activities; represents the department at conferences, meetings, and legislative hearings.
Studies selected aspects of proposed legislation and provides advice regarding its possible effect on department programs; prepares copies of articles for publications; makes oral presentations to interested groups.
May supervise and review the work of technical, clerical, and secretarial staff.
Performs other related duties as required.
LICENSE/CERTIFICATES
License: Depending on assignment, possession of a valid California Class C driver's license may be required.
MINIMUM QUALIFICATIONS
A combination of experience and education equivalent to a Bachelor's degree in business or public administration, or a closely related field, AND experience as follows:
Management Analyst I: requires one year of professional administrative/analytical experience OR one year of experience as a Management Technician with the City of Ventura. Public sector experience is desirable. A Master's degree, plus completion of an internship with a local government agency, is also qualifying.
Management Analyst II: requires two years of experience equivalent to that of a Management Analyst I with the City of Ventura, performing a variety of professional support activities, preferably in a public agency.
