ABOUT THE POSITION
San Joaquin County is seeking a dynamic and experienced individual to join our organization as a Personnel Analyst III, serving in a Project Manager capacity. This advanced-level role will lead and support cross-functional initiatives that directly impact departmental and county-wide operations, policy development, and personnel administration. The Project Manager will conduct complex research and analysis, prepare data-driven reports and recommendations, and collaborate with subject matter experts to advance the department’s strategic goals and initiatives. Key areas of focus include internal policy review and development, personnel data analysis, and compliance with relevant legal procedures such as the Brown Act. This role requires both independent judgement and close coordination with leadership as it will report directly to the Human Resources Director and Assistant Director.
THE IDEAL CANDIDATE
The ideal candidate will bring a solid understanding of public sector personnel practices and possess the ability to distill complex technical information into clear, actionable communication. They should have well-developed analytical capabilities, allowing them to gather and evaluate data, identify trends, and produce clear, comprehensive reports that inform executive level decision-making. In addition to technical expertise, as a project manager, the successful candidate will need to be highly organized, detail-oriented, and capable of managing multiple priorities in a fast-paced, evolving environment. The Project Manager will require the ability to take initiative and drive projects forward from concept through implementation. The ability to foster effective, collaborative working relationships and lead through influence is critical. A successful Project Manager will be adaptable, resourceful, and highly strategic.
MINIMUM QUALIFICATIONS
Either Pattern I:
Experience: Two years as a Personnel Analyst II in San Joaquin County service.
Or Pattern II:
Education: Graduation from an accredited four-year college or university, preferably with a major in public or business administration, social science, industrial psychology, or a closely-related field.
Experience: Three years of full-time professional public personnel or related administrative analytical work, of which at least two years must have been a responsibility level equivalent to Personne Analyst II in San Joaquin County service. Public sector project management or policy/program development is desired.
Substitution: Experience performing demonstrated complex professional public personnel work, such as classification, recruitment, and/or test development OR administrative/analytical work related to personnel may be substituted for the required education on a year-for-year basis.
